目前，以PIC的控制室作為拜耳漕涇一體化基地的應(yīng)急中心。TheEmergencyResponseCenter（PICcontrolroom）hastobefullycontinuouslyoccupiedbyatleastoneperson.

1daycourse基本急救員1天課程培訓(xùn)BTSSwillprovideadequateFirstAidkitsonsiteorinsiteoffice.TheSurgerythatislocatedinsideworksiteofficewillbestaffedbyaRegisteredNurseandwillbeequippedtohandleemergencyandnonemergencysituations.BTSS會(huì)在現(xiàn)場(chǎng)或現(xiàn)場(chǎng)辦公室配備充足的急救工具箱。診療室位于現(xiàn)場(chǎng)辦公室內(nèi)，由一名注冊(cè)護(hù)士坐陣，并裝備好足以應(yīng)付緊急和非緊急情況。SeriousInjury重傷Anypersonobservingaseriousinjuryshouldimmediatelycalltheclinicandatthesametimereportthecircumstancestoeitherprojectmanagerandsafetypersonnelwhosenamesarelistedontheemergencycontactboard.任何人，若發(fā)現(xiàn)有重傷事故，立即聯(lián)系現(xiàn)場(chǎng)醫(yī)務(wù)室請(qǐng)求醫(yī)療幫助，同時(shí)立即向項(xiàng)目經(jīng)理和安全人員匯報(bào)情況。CONTRACTORshallnotcarryoutfirstaidtreatmentforinjuryorsickness,exceptinanemergencysituation.除緊急情況外，承包商不得對(duì)損傷或疾病進(jìn)行急救處理。Ajobsitevehiclewillbeassignedfortransportingemployeestothemedicalfacilityincaseoftheinjuryisfatal.如果員工有生命危險(xiǎn)，現(xiàn)場(chǎng)應(yīng)該派一輛車把受傷的員工送到醫(yī)療處去。OutsideMedicalServices外部醫(yī)療機(jī)構(gòu)Forambulance,presently,incaseofmedicalemergency(trauma,poisoning,burningetc.),theBayerSiteemergencycentershallcallTianYuanAmbulance(Tel:/)andshallinformJinshanHospital(ext.emergencycenter)prepareforthetreatment.在現(xiàn)階段事故發(fā)生時(shí)（創(chuàng)傷、中毒、燒傷等）,在第一時(shí)間通知天原急救車(電話/)，并通知金山醫(yī)院急診部及行政科（-急診）準(zhǔn)備接收救護(hù)。JinshanHospital金山醫(yī)院CooperationhasbeenestablishedwithJinshanhospitaltoensurethattheycanhandleinjuriesattheBayersite.拜耳已和金山醫(yī)院合作，以確保能治療在拜耳基地人員受到的傷害。FIRSTAIDCASE輕傷Weencourageallemployeesreportthefirstaidcasetotheprojectsafetypersonnel.whentheemployeeisinjured,hecanusethebandgeandmedicineinthefirstaidkid.Theprojectsafetypersonnelisresponsibleforinvestigatingthefirstaidcase.Ifthecaseoccursagain,thesafetypersonnelshouldreporttoprojectHSEmanager.TheprojectHSEmanagerisresponsibleforimplementingtheinvestigation.TheresultshouldbereportedtoBTSsafetymanager.BTSsafetymanagerwillcommunicatethecaseinallotherprojects.我們鼓勵(lì)員工向本項(xiàng)目安全人員報(bào)告輕傷。員工受到輕傷后，可以使用現(xiàn)場(chǎng)的急救箱內(nèi)的藥品進(jìn)行包扎和治療。安全人員負(fù)責(zé)對(duì)輕傷事故進(jìn)行調(diào)查。如果發(fā)現(xiàn)重復(fù)的類似輕傷事故，安全人員應(yīng)立即向項(xiàng)目HSE經(jīng)理匯報(bào)。項(xiàng)目HSE經(jīng)理負(fù)責(zé)對(duì)事故進(jìn)行調(diào)查。并將調(diào)查結(jié)果報(bào)告BTS安全經(jīng)理。BTS安全經(jīng)理負(fù)責(zé)在所有的項(xiàng)目中進(jìn)行交流。RECORDABLECASE/DAYSAWAYCASE可記錄事故/損工事件Ifthererecordablecase/dayawaycasehappen,theprojectHSEmanagershouldimplementinvestigationimmediatelyandreporttheresulttoprojectmanager.BTSsafetymanagerisresponsibleforcommunicatingthecasewithotherprojectstopreventthesamecasehappeningagain.發(fā)生可記錄事故，項(xiàng)目HSE經(jīng)理立即開展事故調(diào)查，并將調(diào)查結(jié)果匯報(bào)給項(xiàng)目經(jīng)理。BTS安全經(jīng)理負(fù)責(zé)將事故交流給其他的項(xiàng)目有關(guān)人員。防止類似的事故在其他項(xiàng)目中出現(xiàn)。Aninjuredemployeemustreportalloccupationalinjuriesandillnessestohissupervisor/foremanbeforereportingtotheFirstAidfacilityonthedayofinjuryoronsetofillness.Exceptionswouldbethoseinjuriesrequiringimmediateemergencytreatment.amputationoffinger,etc.).受傷的員工，在受傷或病發(fā)當(dāng)天向急救室匯報(bào)之后，一定要向其主管/隊(duì)長(zhǎng)報(bào)告所有的工傷和職業(yè)病。而那些需要立即緊急診療的傷是例外（如手指切除等）。Fireontheconstructionsite施工現(xiàn)場(chǎng)的火災(zāi)Anypersondiscoveringafireshouldimmediatelycarryoutthefollowing:任何人，若發(fā)現(xiàn)火災(zāi)，應(yīng)立即采取以下行動(dòng)：Firstthewitnessshouldidentifywhetherhecanputoutthefire.Ifhecanandhehadgottenthetrainingaboutusingtheextinguisher,hecanputthefire.首先判斷火災(zāi)大小和是否能夠自救，如果能夠自救，使用滅火器將火災(zāi)撲。Ifthefireisbeyondcontrol,thewitnessshouldRingtheLocalFireDepartmenton如果火災(zāi)超出了自救的范圍，發(fā)現(xiàn)者立即呼叫地方消防部門，撥打WarnothersworkinginArea/Buildingofthesituation.同時(shí)向處于危險(xiǎn)情況下的區(qū)域/建筑內(nèi)工作的其他人發(fā)出警報(bào)。SCIPfirebrigade化工區(qū)消防隊(duì)Onespecialfirestationhavebeenbuiltup,itlocatesintheblocksE7,C1(NWcorner),thestationincluding8trucks(6withpumpfoam,1turntableladder,1foamtransporter,1lightingrescuetruck)and1commandcar,equippedwithequipmentforhazardaccidentslikechemicalprotectiveclothingandbreathingequipment.

在化工區(qū)內(nèi)E7,C1地塊（西北角）有一個(gè)特勤消防站：8輛救火車（6輛泵車、6輛泡沫車、1輛旋轉(zhuǎn)式長(zhǎng)梯車。1輛泡沫輸送車、1輛照明搶險(xiǎn)車）和1輛指揮車，配備用于危險(xiǎn)場(chǎng)合的裝備（如化學(xué)品防護(hù)服和呼吸設(shè)備）。SCIPfirebrigadewillsenditsfiretruckstoconcernedplantwhenreceivealarmfromSCIPEmergencyResponseCenter.化工區(qū)消防隊(duì)在接到從化工區(qū)應(yīng)急反應(yīng)中心傳來的報(bào)警后會(huì)立即趕往出點(diǎn)。發(fā)生以上情況時(shí)，BTS項(xiàng)目經(jīng)理或他的副手應(yīng)該采取以下行動(dòng)：OrganizearollcallofContractors.組織一次承包商人員的點(diǎn)名NaturalDisaster(Earthquake/typhoon/Heavyrain)自然災(zāi)害（地震、臺(tái)風(fēng)、暴雨等）TYPHOON臺(tái)風(fēng)PRECAUTIONSBYGOVERNMENTAUTHROITIES:來自政府部門的警告Typhoon:一級(jí)臺(tái)風(fēng)警報(bào) Remindpersonnelandshipstopayattentiontowind/weatherreports.提醒人員和船舶注意大風(fēng)/天氣預(yù)報(bào)Typhoon:二級(jí)臺(tái)風(fēng)警報(bào)：Kindergartensandschoolswillbeclosed.Shipsshallbeberthedinport.關(guān)閉幼兒園和學(xué)校，把船泊?？吭诟劭?。Typhoon
