《公共管理學(xué)》教學(xué)大綱課程英文名PublicManagement課程代碼Q1103Y08學(xué)分2總學(xué)時32理論學(xué)時32實(shí)驗(yàn)/實(shí)踐學(xué)時0課程類別學(xué)科基礎(chǔ)課課程性質(zhì)限選先修課程管理學(xué)原理適用專業(yè)公共事業(yè)管理開課學(xué)院人文與外語學(xué)院執(zhí)筆人審定人制定時間2022年03月15日注:課程類別是指公共基礎(chǔ)課/學(xué)科基礎(chǔ)課/專業(yè)課;課程性質(zhì)是指必修/限選/任選。一、課程地位與課程目標(biāo)(-)課程地位Thiscourseisabasicsubjectforpublicmanagementmajors.Thiscoursemainlystudiesthebasictheoriesandmainpracticesofpublicadministration,includingpublicorganizationtheory,inter-governmentalrelations,administrativeleadership,personneladministration,publicpolicyandpolicyevaluation,andcomparisonofdomesticandforeignpublicadministrationpractices,andprovidesfrontiermanagementtheoryandresearchideasforpublicmanagement.,Andlearnthebasicmethodsinthestudyofpublicmanagement,andlayanimportantcurriculumfoundationforothercoursesinthepublicmanagementmajor.(二)課程目標(biāo)Publicmanagementmainlystudiesthegovernment'seffectivemanagementofstateaffairs,socialpublicaffairs,andinternalaffairsoftheorganization.Itsmainteachinggoalsinclude:Throughthestudyofthiscourse,studentscanunderstandimportantbasictheories,researchmethods,andreformsofimportantdomesticpracticesinpublicmanagement.Theycanunderstandthebasicpositions,viewpoints,andmethodsinpublicmanagement,andrecognizeandanalyzethebasicmethodsofpublicmanagementsoastomasterthebasictheoreticalsystemofpublicmanagement.Developstudents*abilitytousebasicmethodstoanalyzepublicmanagementpractices.Canusethesebasicmethodstoanalyzepublicmanagementpracticecases,especiallygraspthedevelopmenttrendofinternationalfrontiertheoryandpracticeofnewpublicmanagementsincethe1980s,explorethepracticeandexperienceofpublicmanagementreformindevelopingcountries,andcultivatestudents'basictheoriesofpublicmanagementQuality,andimprovethelevelofpublicmanagementpracticeanalysisandcomprehensiveuseofcapabilities.Enhancestudents5internationalperspectivesonpublicmanagementlearningandpractice.ThecourseusesbilingualteachingtoincreasetheprofessionalEnglishlevelofpublicmanagementstudents,understandtheinternationalfrontiertheoryofpublicmanagement,andimprovetheoverallqualityofpublicmanagement.二、課程目標(biāo)達(dá)成的途徑與方法Thewaytoachievetheobjectivesofthecourseismainlybasedonclassroomteaching,supplementedbycaseanalysisassignmentsanddiscussions,combinedwithself-studyandextra-curricularactivitiesofthecase-relatedcontent,toachieveacomprehensivecumculumteachinggoal.三、課程目標(biāo)與相關(guān)畢業(yè)要求的對應(yīng)關(guān)系課程目標(biāo)課程目標(biāo)對畢業(yè)要求的支撐程度(H、M、L)畢業(yè)要求1畢、也要求2畢業(yè)耍求…課程目標(biāo)1HLM課程目標(biāo)2HHM課程目標(biāo)3MMM注:1.支撐強(qiáng)度分別填寫H、M或L(其中H表示支撐程度高、M為中等、L為低)。.不涉及工程教育認(rèn)證的公共基礎(chǔ)課程(含必修和選修)不填寫上表。.各專業(yè)的非公共基礎(chǔ)課程的畢業(yè)要求須根據(jù)課程所在專業(yè)培養(yǎng)方案進(jìn)行描述。四、課程主要內(nèi)容與基本要求WhatispublicadministrationThroughthischapter,makestudentscomprehendwhatdoespublicadministrationlooklike.Masterthedefinitionofthepublicandtheadministration,andunderstandthestudyinghistoryofpublicadministrationinwesterncountries.Duringthestudy,wewillbrieflyintroducetheorganizationtheory,ethics,federalism,publicservice,policyandothercontextofpublicadministration.Themostimportantpointofthischapteristhedefinitionofpublicadministration.Werequireourstudentsmainlytomasterthedifferentdefinitionsofpublicadministrationservingdifferentgoals.OrganizationtheoriesThischaptermeanstointroducedivisionofworkandintegratedorganization.Organizationtheoriesarethecrucialbasicsofpublicadministration.WewillmainlyintroduceMaxWeber'sorganizationtheoryaboutthehierarchyandprofessionalsingovernmentalorganizations.Atthesametime,werequireourstudentsFrederickWinslowTaylor'sideasabouttheorganizationmanagementincludingtheearlyprinciples,humanrelations,authorityinorganizations.Themostimportantofthischaptertomastermodernorganizationtheoryaboutorganizationvaluesandsocialvalues.Chapters:IntergovernmentalrelationsInthischapter,werequireourstudentstounderstandwhatisintergovernmentalrelationsandwhyinternationalrelationsareimportant.Thenwewillintroducethehistoryofintergovernmentalrelationsfrom1789.Themostimportantpointistomasterthereformandintergovernmentalrelationsinrecentwesterncountries.WealsocandiscussthelocalintergovernmentalrelationsinChinaincludingthedevelopinghistory,changes,problemsandtrends.AdministrativeleadershipInthischapter,wewilllookatthevariouselementsofleadershipandthedefinitionsofleadership.Werequireourstudentstomainlymastertheadministrativeleadershipanddemocraticgovernmentincludingresearchonhowtomakeagoodleader,whendoleadersemerge,whatdoesaleaderdo.Themostimportantpointofthischapteristomakestudentsunderstandtheleadershipinpublicadministration.ThecivilserviceThischapterisaboutthosepeoplewhoworkinourpublicorganizationsandhowthoseorganizationshandletheirworkers.Werequireourstudentsunderstandwhatiscivilservice,howthecivilservicehasevolvedintheUnitedStatesandhowthatevolutioncontinues.Themainmissionistomastertheideasofprofessionalism,representativebureaucracy,appointees,andrecruitingforcareerservice.PersonneladministrationThischapteristomakestudentsunderstandthestructure,functionsandgoalsindifferentlevelsofgovernments.Thenwewillintroducetheideasofmanagersandpersonneladministration,thenutsandboltsofpersonneladministration.Werequireourstudentsmainlytomastertheelementsofpersonneladministrationincludingthehumanresourcesplanning,positionclassification,recruitmentandselection,traininganddevelopment,compensation,performanceevaluationsandsoon.ThenwewilllearnEEO/AAtounderstandtherecenttrendsofpersonneladministrationinwesterncountries.Chapter7:DecisionmakingThroughthischapter,welearnthedefinitionofdecisionmaking.Werequireourstudentsmainlymasterthedifferenttheoriesofdecisionmakingincludingrationalmodels,legalmodels,politicalmodels,social-psychologicalmodels,andresearchthelimitsofmodels.Thenlearntheadministrativelawanddecisionmakingtounderstandthepoliticsofadministrativerulemaking.Wemakesurestudentsunderstandtheimportanceofdecisionmakinginpublicadministration,thenwewilldiscussdecisionmakinginChinalocalgovernments.Chapters:PublicadministrationindevelopingcountriesThischapteristoconcludethemainideasofPublicadministrationanddiscussthedevelopmentofPublicadministrationinfuture.Weshouldunderstandtherelationshipbetweenpoliticsandadministration,therelationshipbetweendemocracyandadministration.ThenwerequireourstudentstomastertheabilitytoevaluatethepracticepublicadministrationinChinadiscussingthereformofpublicadministration.五、課程學(xué)時安排章節(jié)號教學(xué)內(nèi)容學(xué)時數(shù)學(xué)生任務(wù)對應(yīng)課程目標(biāo)ChapterlWhatispublicadministration6.完成練習(xí)1、練習(xí)2、練習(xí)3作業(yè).課前自學(xué)官僚制、新公共管理改革等內(nèi)容.在傳統(tǒng)行政模型學(xué)習(xí)后安排行政國家現(xiàn)象專題討論課程目標(biāo)1課程目標(biāo)3Chapter2Organizationtheories4L完成練習(xí)4作業(yè)課程目標(biāo)1課程目標(biāo)3
