很高興與奧斯本財(cái)政大臣共同主持第四次中英經(jīng)濟(jì)財(cái)金對(duì)話。中方代表團(tuán)對(duì)英方的周到安排表示衷心的感謝！TheHonorableChancellorOsborne,DearColleagues,Iamverypleasedtoco-chairwithChancellorOsbornetheFourthChina-UKEconomicandFinancialDialogue.TheChinesedelegationthankstheUKsideforthethoughtfularrangements.2010年11月，卡梅倫首相訪華，兩國(guó)領(lǐng)導(dǎo)人提出，要從21世紀(jì)全球視角和戰(zhàn)略高度規(guī)劃好兩國(guó)關(guān)系。今年6月，溫家寶總理對(duì)英國(guó)進(jìn)行正式訪問(wèn)，雙方確定了新的合作重點(diǎn)，簽署了12項(xiàng)合作文件。//本次對(duì)話的主要任務(wù)是，落實(shí)兩國(guó)領(lǐng)導(dǎo)人達(dá)成的重要共識(shí)，用實(shí)際行動(dòng)推動(dòng)中英全面戰(zhàn)略伙伴關(guān)系健康發(fā)展。DuringPrimeMinisterCameron'svisittoChinainlastNovember,leadersofthetwocountriespointedouttheneedtodrawagoodplanforourbilateralrelationsfromaglobalandstrategicperspectiveofthe21stcentury.WhenPremierWenJiabaopaidanofficialvisittotheUKlastJune,thetwosidesidentifiednewcooperationprioritiesandsignedatotalof12cooperationdocuments.//Themaintaskofthisroundofdialogueistherefore,toactontheimportantagreementreachedbyourleadersandpromotethehealthydevelopmentofChina-UKcomprehensivestrategicpartnershipwithconcretesteps.當(dāng)前，世界經(jīng)濟(jì)形勢(shì)極為復(fù)雜和不確定，國(guó)際金融市場(chǎng)動(dòng)蕩加劇，“家家都有一本難念的經(jīng)”。歐洲主權(quán)債務(wù)危機(jī)十分嚴(yán)峻，美國(guó)就業(yè)和房地產(chǎn)市場(chǎng)持續(xù)低迷，日本經(jīng)濟(jì)增長(zhǎng)乏力，新興經(jīng)濟(jì)體和發(fā)展中國(guó)家通脹壓力加大。//確保經(jīng)濟(jì)金融穩(wěn)定，推動(dòng)全球經(jīng)濟(jì)強(qiáng)勁、可持續(xù)、平衡增長(zhǎng)是各國(guó)面臨的首要任務(wù)。解決歐債危機(jī)，需要?dú)W盟特別是歐元區(qū)國(guó)家對(duì)有效的救助措施達(dá)成共識(shí)，協(xié)調(diào)配合，盡快付諸實(shí)施。//歐洲經(jīng)濟(jì)的穩(wěn)定對(duì)世界經(jīng)濟(jì)復(fù)蘇至關(guān)重要，也關(guān)系到中國(guó)經(jīng)濟(jì)的健康穩(wěn)定發(fā)展。中方對(duì)歐洲經(jīng)濟(jì)和歐元抱有信心，支持歐元區(qū)、歐盟和國(guó)際貨幣基金組織采取的應(yīng)對(duì)措施，相信歐洲有能力、有智慧克服當(dāng)前困難，走出危機(jī)。Thecurrentworldeconomicsituationishighlycomplexanduncertain,andthereisincreasingfluctuationintheinternationalfinancialmarket.Aseveryfamilyhasitsownproblems,sodoeseveryeconomy.Europeisconfrontedwithaseveresovereigndebtcrisis,theUnitedStatescontinuestofacesluggishjobandpropertymarkets,Japanisplaguedbyweakeconomicgrowth,whileemergingmarketsanddevelopingcountriessufferfrommountinginflationarypressure.//Toensureeconomicandfinancialstabilityandpromotestrong,sustainableandbalancedgrowthoftheworldeconomyisthetoppriorityforallcountries.ToresolvetheEuropeandebtcrisisrequirestheEuropeanUnion,theEurozonecountriesinparticular,toreachconsensusoneffectiverescuemeasures,andputthemintospeedyimplementationthroughcooperationandcoordination.//AstableEuropeaneconomyisnotonlyessentialforglobaleconomicrecovery,butalsobearsonthehealthyandsteadydevelopmentoftheChineseeconomy.ChinahasconfidenceintheEuropeaneconomyandtheeuro.WesupportthemeasuresadoptedbytheEurozone,theEUandIMFandbelievethattheEuropehastheabilityandwisdomtoovercomeitscurrentdifficultiesandcomeoutofthecrisis.

目前，中國(guó)經(jīng)濟(jì)形勢(shì)總體是好的，但也面臨著來(lái)自國(guó)內(nèi)外的多方面挑戰(zhàn)。為此，中國(guó)政府已經(jīng)和正在采取一系列宏觀調(diào)控的政策措施，實(shí)施積極的財(cái)政政策和穩(wěn)健的貨幣政策，妥善處理保增長(zhǎng)、調(diào)結(jié)構(gòu)和抑制通脹的關(guān)系，努力保持經(jīng)濟(jì)持續(xù)平穩(wěn)增長(zhǎng)。//希望英方振興經(jīng)濟(jì)、保持財(cái)政可持續(xù)性的措施盡快見(jiàn)到成效。雙方應(yīng)就事關(guān)兩國(guó)經(jīng)濟(jì)的重大問(wèn)題交流信息，加強(qiáng)溝通。China'seconomyisingoodshapeonthewhole.Butwealsofacemultiplechallengesathomeandfromabroad.Inresponsetothechallenges,theChinesegovernmenthasputandareputtinginplaceaseriesofmacroeconomicpolicyadjustments.Bypursuingaproactivefiscalpolicyandaprudentmonetarypolicy,andendeavoringtoadjustthestructureandcurbinflationwhilesecuringgrowth,westrivetomaintainsustainedandsteadyeconomicgrowth.//WehopethatthestepstakenbytheUKtorevitalizeitseconomyandmaintainfiscalsustainabilitywillproduceresultsassoonaspossible.Thetwosidesshouldshareinformationandstrengthencommunicationonmajorissuesconcerningourtwoeconomies.中英兩國(guó)經(jīng)濟(jì)互補(bǔ)性強(qiáng)，合作潛力巨大。中國(guó)正在實(shí)施“十二五”規(guī)劃，英國(guó)也出臺(tái)了未來(lái)增長(zhǎng)計(jì)劃，明年還將舉辦倫敦奧運(yùn)會(huì)，中英經(jīng)濟(jì)合作孕育著新的機(jī)遇。//雙方應(yīng)充分發(fā)揮各自優(yōu)勢(shì)，深化經(jīng)貿(mào)、投資、金融、科技、旅游等各領(lǐng)域合作，在基礎(chǔ)設(shè)施、高端制造、新能源、節(jié)能環(huán)保等領(lǐng)域打造新的合作亮點(diǎn)，努力實(shí)現(xiàn)2015年雙邊貿(mào)易額達(dá)到1000億美元的目標(biāo)。//希望雙方在金融監(jiān)管改革、風(fēng)險(xiǎn)防范、產(chǎn)品創(chuàng)新、信息交流及人才培訓(xùn)等方面，加強(qiáng)交流與合作。TheeconomiesofChinaandtheUKarehighlycomplementaryandenjoyenormouscooperationpotential.Chinaisimplementingits12thFive-YearPlan,whiletheUKhasrolledoutthePlanforGrowthandwillhosttheOlympicGamesinLondonnextyear.AllthesewillbringnewopportunitiesforChina-UKeconomiccooperation.//Thetwosidesshouldharnesstheirrespectivestrengths,deepencooperationinsuchfieldsastheeconomy,trade,investment,finance,science,technologyandtourism,createnewbrightspotsofcooperationininfrastructure,advancedmanufacturing,newenergy,energyconservationandenvironmentalprotection,andworkhardtobringbilateraltradetoUS$100billionby2015.//Ihopeourtwosideswillstepupexchangeandcooperationinareassuchasfinancialregulatoryreform,riskprevention,productinnovation,informationsharingandpersonneltraining.充分照顧彼此關(guān)切，是對(duì)話與合作的重要前提。//對(duì)于英方關(guān)注的知識(shí)產(chǎn)權(quán)保護(hù)、市場(chǎng)準(zhǔn)入等問(wèn)題，中方已取得積極進(jìn)展。中國(guó)政府打擊侵權(quán)假冒專(zhuān)項(xiàng)行動(dòng)成效顯著，軟件正版化全面推進(jìn)。//希望英方積極支持中國(guó)企業(yè)赴英投資，繼續(xù)推動(dòng)歐盟放寬對(duì)華高技術(shù)產(chǎn)品出口管制、盡早承認(rèn)中國(guó)市場(chǎng)經(jīng)濟(jì)地位。Fullaccommodationofeachother'sconcernsconstitutesanimportantbasisforcooperationanddialogue.//ChinahasmadegoodprogressinaddressingtheconcernsoftheUKside,includingthoseonIPRprotectionandmarketaccess.ThespecialcampaignoftheChinesegovernmenttocombatIPRinfringementandcounterfeitingproductshasproducedmarkedresultsandtheuseoflegalsoftwareisbeingpromotedacrosstheboard.//WehopetheUKwillrenderactivesupporttoChinesecompaniesinmakinginvestmentintheUKandcontinuetoencouragetheEuropeanUniontorelaxitscontroloverhigh-techexportstoChinaandrecognizeChina'smarketeconomystatusatanearlydate.中英作為二十國(guó)集團(tuán)的重要成員，應(yīng)當(dāng)保持各層面的密切溝通，與其他成員國(guó)一道，團(tuán)結(jié)一致，加強(qiáng)宏觀經(jīng)濟(jì)政策協(xié)調(diào)，穩(wěn)步推進(jìn)國(guó)際貨幣金融體系改革，反對(duì)貿(mào)易保護(hù)主義，避免經(jīng)濟(jì)問(wèn)題政治化，確保戛納峰會(huì)取得成功。AsimportantmembersoftheG20,ChinaandtheUKshouldmaintainclosecommunicationatalllevelsandworkwithotherG20membersinthespiritofsolidaritytostrengthenmacroeconomicpolicycoordination,steadilyadvancethereformoftheinternationalmonetaryandfinancialsystems,opposetradeprotectionism,preventthepoliticizationofeconomicissuesandensurethesuccessoftheCannessummit.各位同事！
