2術(shù)語(yǔ)和縮略語(yǔ)2.1術(shù)語(yǔ)城鎮(zhèn)燃?xì)庵悄芑疘ntellectualizationofCityGasSystem以提升城鎮(zhèn)燃?xì)獍踩浴⑦m應(yīng)性、經(jīng)濟(jì)性等為目標(biāo),綜合應(yīng)用數(shù)字信息、網(wǎng)絡(luò)通信、輔助決策、智能控制等技術(shù),實(shí)現(xiàn)城鎮(zhèn)燃?xì)庵悄苓\(yùn)行和管理的手段。智能管網(wǎng)IntellectualizedGasNetwork可觀測(cè)(能夠監(jiān)測(cè)所有主要設(shè)備的狀況)、可控制(能夠控制所有主要設(shè)備的狀態(tài))和智能化(可自適應(yīng)并實(shí)現(xiàn)安全、環(huán)保、節(jié)能、經(jīng)濟(jì)、供需平衡等優(yōu)化分析)的燃?xì)夤艿垒斔拖到y(tǒng)。智能氣網(wǎng)IntellectualizedGasGrid智能化的燃?xì)夤┠芟到y(tǒng)。包括氣源、存儲(chǔ)、輸配、應(yīng)用環(huán)節(jié),由氣源生產(chǎn)廠、儲(chǔ)罐、管道、車輛、用戶設(shè)備等基礎(chǔ)設(shè)施,以及可實(shí)現(xiàn)基礎(chǔ)設(shè)施整體的安全可靠、能效優(yōu)化運(yùn)行的智能化手段共同實(shí)現(xiàn)。智能管網(wǎng)是其重要構(gòu)成。智慧燃?xì)釹martergassupplysystems可自適應(yīng)需求側(cè)的燃?xì)夤┠芟到y(tǒng)。在智能氣網(wǎng)的基礎(chǔ)上,還可實(shí)現(xiàn)與其他能源的互通,與能源互聯(lián)網(wǎng)有機(jī)結(jié)合,提供優(yōu)質(zhì)的最低成本的用能服務(wù)。智慧燃?xì)馐且灾悄芄芫W(wǎng)建設(shè)為基礎(chǔ),利用先進(jìn)的通信、傳感、儲(chǔ)能、微電子、數(shù)據(jù)優(yōu)化管理和智能控制等技術(shù),實(shí)現(xiàn)天然氣與其他能源之間、各類燃?xì)庵g的智能調(diào)配、優(yōu)化替代。利用“互聯(lián)網(wǎng)+”、大數(shù)據(jù)分析技術(shù),突破傳統(tǒng)服務(wù)模式,拓展全新服務(wù)渠道,提供系統(tǒng)化綜合用能方案,建立智慧服務(wù)互動(dòng)平臺(tái),提供最優(yōu)服務(wù)。能源互聯(lián)網(wǎng)InternetofEnergy“互聯(lián)網(wǎng)+”智慧能源(簡(jiǎn)稱能源互聯(lián)網(wǎng))是一種互聯(lián)網(wǎng)與能源生產(chǎn)、傳輸、存儲(chǔ)、消費(fèi)以及能源市場(chǎng)深度融合的能源產(chǎn)業(yè)發(fā)展新形態(tài),具有設(shè)備智能、多種能源協(xié)同、信息對(duì)稱、供需分散、系統(tǒng)扁平、交易開放等主要特征。(國(guó)家發(fā)改委定義)能源互聯(lián)網(wǎng)可實(shí)現(xiàn)不同種類的能源互補(bǔ)高效供應(yīng)的一種有效模式。能源互聯(lián)網(wǎng)的能源供應(yīng)主要特征為多元化、分布式、互聯(lián)性、開放性和融合性。能源互聯(lián)網(wǎng)是采用分布式能源收集系統(tǒng),充分收集分散的可再生能源,再通過(guò)存儲(chǔ)技術(shù)將間歇式能源存儲(chǔ),利用互聯(lián)網(wǎng)和智能終端技術(shù),使能量和信息能夠雙向流動(dòng)的智能能源網(wǎng)絡(luò),實(shí)現(xiàn)能源在全網(wǎng)絡(luò)內(nèi)的分配、交換和共享。能源互聯(lián)網(wǎng)把集中式、單向、生產(chǎn)者控制的能源系統(tǒng),轉(zhuǎn)變成大量分布式輔助、較少集中式以及更多消費(fèi)者互動(dòng)的能源網(wǎng)絡(luò)。完整性管理IntegralityManagement燃?xì)馄髽I(yè)面對(duì)不斷變化的因素,對(duì)設(shè)備和系統(tǒng)運(yùn)行中面臨的風(fēng)險(xiǎn)因素進(jìn)行識(shí)別和評(píng)價(jià),通過(guò)監(jiān)測(cè)、檢測(cè)、檢驗(yàn)等各種方式,獲取與專業(yè)管理相結(jié)合的管道和設(shè)備的完整性信息,制定相應(yīng)的風(fēng)險(xiǎn)控制對(duì)策,不斷改善識(shí)別到的不利影響因素,從而將設(shè)備運(yùn)行的風(fēng)險(xiǎn)水平控制在合理的、可接受的范圍內(nèi),最終達(dá)到持續(xù)改進(jìn)、減少和預(yù)防事故發(fā)生、經(jīng)濟(jì)合理地保證設(shè)備安全運(yùn)行的目的。互操作性Interoperability是指兩個(gè)或兩個(gè)以上的網(wǎng)絡(luò)、系統(tǒng)、設(shè)備、應(yīng)用程序或部件具備安全、有效,很少或根本不會(huì)給用戶造成不便的情況下,實(shí)現(xiàn)信息交換的功能。2.2縮略語(yǔ)CNGCompressedNaturalGas壓縮天然氣LNGLiquefiedNaturalGas液化天然氣LPGLiquefiedPetroleumGas液化石油氣
3基本規(guī)定城鎮(zhèn)燃?xì)庵悄芑瘧?yīng)根據(jù)經(jīng)營(yíng)模式、供氣系統(tǒng)、運(yùn)行安全等具體要求進(jìn)行整體規(guī)劃,并應(yīng)遵循標(biāo)準(zhǔn)化、一體化、模塊化的基本原則。數(shù)據(jù)的構(gòu)建應(yīng)評(píng)估其應(yīng)用價(jià)值和安全風(fēng)險(xiǎn),優(yōu)化數(shù)據(jù)的內(nèi)容和數(shù)量。信息平臺(tái)應(yīng)能支撐各類應(yīng)用的開發(fā)、運(yùn)行和管理,保障整個(gè)智能系統(tǒng)的集成和高效可靠運(yùn)行。監(jiān)測(cè)與控制系統(tǒng)、地理信息系統(tǒng)、管網(wǎng)仿真、負(fù)荷預(yù)測(cè)等的功能應(yīng)滿足城鎮(zhèn)燃?xì)庵悄芑募夹g(shù)需求。智能應(yīng)用應(yīng)滿足氣源、儲(chǔ)存、輸配、用戶領(lǐng)域的智能設(shè)備設(shè)施、用戶服務(wù)、生產(chǎn)運(yùn)行及輔助決策的要求。城鎮(zhèn)燃?xì)庵悄芑瘧?yīng)與智慧城市、能源互聯(lián)網(wǎng)等標(biāo)準(zhǔn)或規(guī)范充分對(duì)接,滿足其對(duì)互操作性的要求。
4數(shù)據(jù)4.1一般要求數(shù)據(jù)應(yīng)滿足城鎮(zhèn)燃?xì)庠谟脩舴?wù)、智能設(shè)備設(shè)施、生產(chǎn)運(yùn)行、輔助決策等方面的智能化需求。數(shù)據(jù)應(yīng)保證一致性、完整性、標(biāo)準(zhǔn)性、準(zhǔn)確性、及時(shí)性。4.2對(duì)象命名及編碼數(shù)據(jù)應(yīng)具有唯一編碼,重要數(shù)據(jù)應(yīng)保留歷史信息。對(duì)象命名及編碼宜以對(duì)象物理構(gòu)成、空間位置及生命周期為依據(jù)。對(duì)象編碼應(yīng)滿足資源數(shù)量增加的要求。4.3數(shù)據(jù)采集和集成數(shù)據(jù)采集應(yīng)明確來(lái)源、內(nèi)容、范圍以及精度要求。數(shù)據(jù)采集應(yīng)符合下列要求:數(shù)據(jù)的采集應(yīng)覆蓋對(duì)象的全生命周期,宜在最佳采集期進(jìn)行數(shù)據(jù)采集,并應(yīng)建立持續(xù)更新機(jī)制;采集的數(shù)據(jù)應(yīng)包含時(shí)間標(biāo)簽。數(shù)據(jù)集成宜采用基于服務(wù)的架構(gòu),并應(yīng)符合下列要求:應(yīng)保證數(shù)據(jù)的完整性、安全性,數(shù)據(jù)來(lái)源的唯一性;數(shù)據(jù)的交換和傳輸不應(yīng)影響被集成系統(tǒng)的正常工作。4.4數(shù)據(jù)存儲(chǔ)數(shù)據(jù)存儲(chǔ)應(yīng)具有備份和恢復(fù)能力,并應(yīng)符合下列要求:應(yīng)支持多種備份與恢復(fù)方式,具有基于時(shí)間點(diǎn)的數(shù)據(jù)還原能力;城鎮(zhèn)燃?xì)庀到y(tǒng)的數(shù)據(jù)應(yīng)定期進(jìn)行備份,重要數(shù)據(jù)應(yīng)進(jìn)行異地備份。數(shù)據(jù)存儲(chǔ)宜具備支持大數(shù)據(jù)和云計(jì)算的能力。數(shù)據(jù)并發(fā)讀寫能力應(yīng)滿足業(yè)務(wù)需求。數(shù)據(jù)存儲(chǔ)應(yīng)具備日志管理和安全審計(jì)能力。
5信息平臺(tái)信息平臺(tái)建設(shè)應(yīng)滿足未來(lái)發(fā)展需要,并應(yīng)符合下列要求:應(yīng)能實(shí)現(xiàn)信息化基礎(chǔ)平臺(tái)各類資源的統(tǒng)一管理;應(yīng)根據(jù)系統(tǒng)安全等級(jí)不同進(jìn)行安全域劃分,安全域之間具有清晰的邊界,并應(yīng)符合現(xiàn)行相關(guān)規(guī)范要求;應(yīng)能夠提供有效的負(fù)載均衡策略;應(yīng)滿足大數(shù)據(jù)分析要求;信息安全應(yīng)與智能化建設(shè)同步規(guī)劃、同步設(shè)計(jì)、同步運(yùn)行,并應(yīng)符合國(guó)家對(duì)能源領(lǐng)域信息安全的有關(guān)規(guī)定;信息通信應(yīng)符合如下要求:應(yīng)滿足智能應(yīng)用的互操作性要求;接口協(xié)議應(yīng)保證數(shù)據(jù)的獨(dú)立性、安全性和可維護(hù)性;重要設(shè)施的信息通信應(yīng)具有冗余的通道。
6應(yīng)用基礎(chǔ)技術(shù)6.1一般要求城鎮(zhèn)燃?xì)獾谋O(jiān)測(cè)與控制系統(tǒng)、地理信息系統(tǒng)、管網(wǎng)仿真、負(fù)荷預(yù)測(cè)等應(yīng)用基礎(chǔ)技術(shù)應(yīng)根據(jù)智能化要求統(tǒng)一規(guī)劃,可分步分期實(shí)施。城鎮(zhèn)燃?xì)獾谋O(jiān)測(cè)與控制系統(tǒng)、地理信息系統(tǒng)、管網(wǎng)仿真、負(fù)荷預(yù)測(cè)等應(yīng)用基礎(chǔ)技術(shù)除應(yīng)滿足相關(guān)規(guī)定外,還應(yīng)滿足本規(guī)范6.2、6.3、6.4、6.5的要求。6.2地理信息系統(tǒng)城鎮(zhèn)燃?xì)庀到y(tǒng)應(yīng)結(jié)合地理信息系統(tǒng)實(shí)現(xiàn)設(shè)備設(shè)施的定位,地理信息系統(tǒng)應(yīng)符合下列要求:應(yīng)符合完整性管理智能應(yīng)用的要求;應(yīng)支持矢量數(shù)據(jù)、柵格數(shù)據(jù)、多媒體數(shù)據(jù)等多源數(shù)據(jù)格式;空間參考坐標(biāo)系應(yīng)與當(dāng)?shù)卮蟮刈鴺?biāo)系統(tǒng)和高程系統(tǒng)一致;管網(wǎng)管段和重要節(jié)點(diǎn)應(yīng)具有準(zhǔn)確的坐標(biāo)和高程,并保證管網(wǎng)拓?fù)潢P(guān)系的準(zhǔn)確;數(shù)據(jù)交換格式應(yīng)符合現(xiàn)行國(guó)家標(biāo)準(zhǔn)的有關(guān)規(guī)定。6.3監(jiān)測(cè)與控制系統(tǒng)監(jiān)測(cè)與控制系統(tǒng)應(yīng)符合安全性、可靠性、實(shí)時(shí)性、通用性、擴(kuò)展性并兼顧選型的規(guī)范性和運(yùn)營(yíng)的經(jīng)濟(jì)性原則,并應(yīng)符合下列要求:應(yīng)具有連續(xù)運(yùn)行能力,重要站點(diǎn)應(yīng)采取冗余措施;宜設(shè)置中心站與備用中心站,并可以冗余切換。監(jiān)測(cè)與控制系統(tǒng)功能應(yīng)符合下列要求:應(yīng)實(shí)時(shí)采集和監(jiān)視城鎮(zhèn)燃?xì)獾纳a(chǎn)運(yùn)行數(shù)據(jù);必要時(shí),現(xiàn)場(chǎng)設(shè)備應(yīng)具有就地及遠(yuǎn)傳控制功能;應(yīng)具有顯示、查詢、分析、打印功能;應(yīng)具有預(yù)警功能,宜根據(jù)維護(hù)需求識(shí)別報(bào)警類別,并應(yīng)對(duì)報(bào)警信息進(jìn)行分類、分級(jí)管理。6.4管網(wǎng)仿真管網(wǎng)仿真應(yīng)能滿足城鎮(zhèn)燃?xì)夤芫W(wǎng)規(guī)模發(fā)展的要求。管網(wǎng)仿真應(yīng)滿足城鎮(zhèn)燃?xì)夤芫W(wǎng)的多級(jí)壓力系統(tǒng)的仿真要求,并應(yīng)符合下列要求:應(yīng)具備對(duì)氣體參數(shù)、狀態(tài)方程、摩擦系數(shù)和傳熱模型進(jìn)行設(shè)置的功能;應(yīng)能對(duì)氣體的壓力、流量進(jìn)行計(jì)算,并應(yīng)對(duì)氣體組分、熱值進(jìn)行追蹤;應(yīng)具備穩(wěn)態(tài)及動(dòng)態(tài)分析的功能;應(yīng)具有自學(xué)習(xí)能力。管網(wǎng)仿真所需數(shù)據(jù)應(yīng)符合下列要求:應(yīng)至少包含氣源點(diǎn)、重要負(fù)荷點(diǎn)、管道、閥門及調(diào)壓站的相關(guān)信息;應(yīng)從地理信息系統(tǒng)導(dǎo)入管網(wǎng)模型,并應(yīng)及時(shí)更新;應(yīng)能根據(jù)管網(wǎng)模型的具體及特定操作要求添加其它數(shù)據(jù)。高壓管網(wǎng)系統(tǒng)宜建設(shè)實(shí)時(shí)在線仿真系統(tǒng)。不能實(shí)時(shí)監(jiān)測(cè)的管網(wǎng)和主要節(jié)點(diǎn)應(yīng)建立實(shí)時(shí)在線仿真。6.5負(fù)荷預(yù)測(cè)負(fù)荷預(yù)測(cè)應(yīng)符合下列要求:預(yù)測(cè)對(duì)象應(yīng)包含不同類型用戶氣量預(yù)測(cè);預(yù)測(cè)周期應(yīng)實(shí)現(xiàn)年度預(yù)測(cè)、月度預(yù)測(cè)、日度預(yù)測(cè)、小時(shí)預(yù)測(cè);3應(yīng)具有預(yù)測(cè)方法比選、相關(guān)因素識(shí)別、特殊日處理、預(yù)測(cè)結(jié)果評(píng)價(jià)等功能。負(fù)荷預(yù)測(cè)的原始數(shù)據(jù)的收集應(yīng)符合下列要求:年度預(yù)測(cè)的原始數(shù)據(jù)積累時(shí)間應(yīng)在3年以上;小時(shí)及以下統(tǒng)計(jì)周期的負(fù)荷預(yù)測(cè),應(yīng)利用實(shí)時(shí)數(shù)據(jù)進(jìn)行預(yù)測(cè)。應(yīng)能分析異常數(shù)據(jù)產(chǎn)生的原因,并判斷是否采用該數(shù)據(jù)。負(fù)荷預(yù)測(cè)的氣象數(shù)據(jù),應(yīng)與氣量數(shù)據(jù)統(tǒng)計(jì)周期對(duì)應(yīng)。
