通過運(yùn)河船舶構(gòu)造與設(shè)備符合性檢驗(yàn)指南2023出版說明為了更系統(tǒng)地開展相關(guān)工作,提升客戶體驗(yàn),我社特編制本指南,旨在為我社驗(yàn)船師開展船舶滿足相關(guān)運(yùn)河航行規(guī)則的符合性檢驗(yàn)服務(wù),并為客戶簽發(fā)“符合相關(guān)運(yùn)河構(gòu)造和設(shè)備要求的檢驗(yàn)聲明”提供指導(dǎo)。第1章通則 61.1.1本指南旨在為中國船級(jí)社(以下簡稱為“CCS”)開展船舶滿足巴拿馬或蘇伊士《運(yùn)河航行規(guī)則》(以下簡稱“規(guī)則”)的符合性檢驗(yàn)服務(wù)提供指導(dǎo)。1.2應(yīng)用范圍1.2.1本指南適用于具有CCS船級(jí)的通過巴拿馬或蘇伊士運(yùn)河船舶。1.2.2通過運(yùn)河的船舶除應(yīng)滿足SOLAS公約要求外,還應(yīng)考慮“規(guī)則”中的要求(詳見本指南第2章)。1.2.3本指南僅包括“規(guī)則”中對(duì)船舶“構(gòu)造”和“設(shè)備配備”的規(guī)定,對(duì)特定船舶通過運(yùn)河時(shí),還應(yīng)注意相關(guān)運(yùn)河當(dāng)局和船旗國主管機(jī)關(guān)的其他有關(guān)規(guī)定。1.3圖紙資料1.3.1對(duì)申請(qǐng)簽發(fā)“符合巴拿馬運(yùn)河船舶構(gòu)造和設(shè)備要求檢驗(yàn)聲明”的船舶,應(yīng)提交下列圖紙資料供核查:1.拖帶、系泊布置圖2.引航員平臺(tái)和遮陽棚布置圖(如適用)3.桅桿和信號(hào)布置圖4.駕駛室布置圖,包括但不限于下列內(nèi)容:VHF無線電裝置;AIS引航員接口;舵角指示器;螺旋槳轉(zhuǎn)速指示器;本指南規(guī)定的甲板兩翼的電氣設(shè)備。5.引航員梯及登離船裝置布置圖(如需與舷梯組合使用,還應(yīng)提交舷梯布置圖)6.證明“最大高度”不超過“運(yùn)河水線”57.91m的圖紙資料7.船舶突出物橫剖面圖(如適用)8)甲板貨物安全通道布置圖(如適用)9.引航員艙室設(shè)備布置圖(可包含于其他圖紙中)1.3.2對(duì)申請(qǐng)簽發(fā)“符合蘇伊士運(yùn)河船舶構(gòu)造和設(shè)備要求檢驗(yàn)聲明”的船舶,應(yīng)提交下列圖紙資料供核查:1.總布置圖/艙室設(shè)備布置圖2.錨、系泊布置圖頒布的《巴拿馬運(yùn)河航行規(guī)則》關(guān)于船舶的要求(OPNOTICETOSHIPPINGNo.N-1-2xxx)和蘇伊士運(yùn)河主管當(dāng)局官方網(wǎng)站.eg/English/Navigation/Pages/RulesOfNavigation.aspx上頒②對(duì)營運(yùn)船,原船圖紙若不滿足運(yùn)河主管當(dāng)局要求,應(yīng)對(duì)原圖紙作相應(yīng)修改以滿足要求,則只需提交修③對(duì)營運(yùn)船,原船圖紙若不滿足運(yùn)河主管當(dāng)局要求,應(yīng)對(duì)原圖紙作相應(yīng)修改以滿足要求,則只需提交修河航行規(guī)則》對(duì)船舶的要求相對(duì)簡單,相關(guān)圖紙資料的核查可直接由3.桅桿和信號(hào)布置圖1.4檢驗(yàn)范圍就本指南而言,對(duì)申請(qǐng)簽發(fā)“符合相關(guān)運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)聲明”的檢驗(yàn)范圍詳見本指南第3章。1.5符合性檢驗(yàn)聲明的簽發(fā)④1.5.1在1.3所要求圖紙獲得相關(guān)運(yùn)河當(dāng)局批準(zhǔn)之前,應(yīng)船廠或船東自愿申請(qǐng),CCS進(jìn)進(jìn)行船舶滿足相關(guān)《運(yùn)河航行規(guī)則》中對(duì)船舶構(gòu)造和設(shè)備配備要求的符合性審圖和檢驗(yàn),合格后簽發(fā)“符合相關(guān)運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)聲明”。1.5.2簽發(fā)“符合相關(guān)運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)聲明”的前提條件是1.3.1或1.3.2所列圖紙資料已得到運(yùn)河當(dāng)局的認(rèn)可或CCS的認(rèn)可,且經(jīng)現(xiàn)場(chǎng)驗(yàn)船師檢驗(yàn)后確認(rèn)實(shí)船與認(rèn)可圖紙相符。1.5.3對(duì)非首次通過相關(guān)運(yùn)河的船舶,除非做過涉及相關(guān)《運(yùn)河航行規(guī)則》對(duì)船舶構(gòu)造和設(shè)備要求的改建,或相關(guān)《運(yùn)河航行規(guī)則》對(duì)船舶構(gòu)造和設(shè)備要求有更新并有追溯性,否則不必簽發(fā)“符合相關(guān)運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)聲明”。1.5.4已向船舶簽發(fā)的“符合相關(guān)運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)聲明”將長期有效,除非船舶經(jīng)過不符合相關(guān)《運(yùn)河航行規(guī)則》對(duì)船舶構(gòu)造和設(shè)備要求的改建,或相關(guān)《運(yùn)河航行規(guī)則》對(duì)船舶構(gòu)造和設(shè)備要求有更新并有追溯性。圖1簽發(fā)“符合相關(guān)運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)聲明”流程圖1.6各方責(zé)任本符合性檢驗(yàn)聲明不代表相關(guān)運(yùn)河當(dāng)局簽發(fā),僅表明符合CCS對(duì)其《運(yùn)河航行規(guī)則》中有關(guān)通過運(yùn)河船舶“構(gòu)造”和“設(shè)備配備”要求的理解,并不排除相關(guān)運(yùn)河當(dāng)局在船舶通過運(yùn)河時(shí)提出附加檢驗(yàn)或要求提供附加證據(jù)的可能性。2.1通過巴拿馬運(yùn)河船舶構(gòu)造與設(shè)備要求通過巴拿馬運(yùn)河船舶構(gòu)造與設(shè)備要求見表1。表1通過巴拿馬運(yùn)河船舶構(gòu)造與設(shè)備要求1超巴拿馬型(PanamaxPlus2344NavigationBridgeFeaturesRequiredofTransiting568Construction,NumberandLoca79MooringLines,Anchor8923PilotAccommodationsonBoard2.2通過蘇伊士運(yùn)河船舶構(gòu)造與設(shè)備要求通過蘇伊士運(yùn)河船舶構(gòu)造與設(shè)備要求見表2。表2通過蘇伊士運(yùn)河船舶構(gòu)造與設(shè)備要求RulesofNavigation,SUEZCAN12Art.21Spread3Art.24AccommodationandPilotL4Overheadlights(Dec5Art.35Dra67Art.61FireRulesofNavigation,SUEZCAN8Art.91B&VisualSignals/Specialsignalsus3.1巴拿馬運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)與發(fā)證根據(jù)船上的具體布置、批準(zhǔn)的圖紙和試驗(yàn)結(jié)果進(jìn)行船舶滿足巴拿馬運(yùn)河當(dāng)局《巴拿馬運(yùn)河航行規(guī)則》構(gòu)造和設(shè)備要求的符合性檢驗(yàn),合格后簽發(fā)“符合巴拿馬運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)聲明”以及檢驗(yàn)報(bào)告。檢驗(yàn)(符合)聲明長期有效,當(dāng)船舶有經(jīng)過不符合《巴拿馬運(yùn)河航行規(guī)則》對(duì)船舶構(gòu)造和設(shè)備要求的改建或《巴拿馬運(yùn)河航行規(guī)則》對(duì)船舶構(gòu)造和設(shè)備要求有更新并有追溯性時(shí)檢驗(yàn)(符合)聲明自動(dòng)失效。3.2蘇伊士運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)與發(fā)證根據(jù)船上的具體布置、批準(zhǔn)的圖紙和試驗(yàn)結(jié)果進(jìn)行船舶滿足蘇伊士運(yùn)河當(dāng)局《蘇伊士運(yùn)河航行規(guī)則》構(gòu)造和設(shè)備要求的符合性檢驗(yàn),合格后簽發(fā)“符合蘇伊士運(yùn)河船舶構(gòu)造和設(shè)備要求的符合聲明”以及檢驗(yàn)報(bào)告。檢驗(yàn)(符合)聲明長期有效,當(dāng)船舶有經(jīng)過不符合《蘇伊士運(yùn)河航行規(guī)則》對(duì)船舶構(gòu)造和設(shè)備要求的改建或《蘇伊士運(yùn)河航行規(guī)則》對(duì)船舶構(gòu)造和設(shè)備要求有更新并有追溯性時(shí)檢驗(yàn)(符合)聲明自動(dòng)失效。附件1:符合巴拿馬運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)聲明(FormSOC(ACP-CTR))附件2:符合巴拿馬運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)報(bào)告(FormACP-CTRc)附件3:符合蘇伊士運(yùn)河船舶構(gòu)造和設(shè)備要求的符合聲明(FormSOC(SCA-RN))附件4:符合蘇伊士運(yùn)河船舶構(gòu)造和設(shè)備要求的檢驗(yàn)報(bào)告(FormRNc)FormSOC(ACP-CTR)NameofShipDistinctiveNumberorLetters
