AccordingtotherequirementsofDocumentJIANBIAO〔2009〕No.88issuedbytheMinistryofHousingandUrban-RuralDevelopment(MOHURD)-NoticeonPrintingandPublishingTheDevelopmentandRevisionPlanofNationalEngineeringConstructionStandardsin2009,thiscodeisformulatedbythedraftingteam,throughinvestigationandstudy,practicalexperiencesummarization,andwideopinionsolicitingbythedraftingteam.

Thiscodemainlycovers:generalprovisions,EnvironmentandSafetyofEquipmentroom,installationandwiringofpowerdistributionandconvertingsystem,ACpowersupplysystem,DCpowersupplysystem,battery,powerandenvironmentmonitoringsysfem,Acceptance.

Theprovisionsprintedinboldtypearemandatoryonesandmustbeimplementedstrictly.

1GeneralProvisions

1.0.1Thiscodeisdevelopedwithviewstoguaranteetheconstructionqualityoftelecommunicationpowersupplyfacilities,meettheacceptancerequirementsandensuringthesafeoperationoftelecommunicationpowersupplyfacilities.

1.0.2Thiscodeisapplicabletotheacceptanceofconstructionofnew-built,expansionandrenovationoftelecommunicationpowersupplyfacilities.

1.0.3Intheprocessofinstallationandconstruction,qualityinspectionandfinalacceptanceoftelecommunicationpowersupplyfacilities,theappliedmeasuringinstrumentshallbewitheffectivecalibrationcertificatesissuedbythelegalmeasurementorganizations.

1.0.4Specificationsandmodelsofthefacilitiesandmaterialsinvolvedintheconstructionoftelecommunicationpowersupplyfacilitiesshallmeettheengineeringdesignrequirements.

1.0.5Anydamaged,distorted,moistenedormoldytelecommunicationpowersupplyfacilitiesmustnotbeinstalledduringconstruction,andfacilitieswithoutqualifiedinspectioncertificatesmustnotbeinstalled.

1.0.6Inareaswithstipulatedseismicresistanceatandabove7degree,anti-seismicperformancesofpowersupplyfacilitiesusedinpublictelecommunicationnetworksmustbetestedandqualifiedaccordingtotheanti-seismicrequirementsoftelecommunicationfacilities.

1.0.7TheacceptanceoflightningprotectionsystemandearthingsystemlusedinconstructionofthetelecommunicationpowersupplyfacilitiesshallbeimplementedmeetingtherequirementoftheCodeforAcceptanceofLightningProtectionandEarthingforTelecommunicationBureaus(Stations)

1.0.8Whileinstallingtelecommunicationpowersupplyfacilities,notonlytherequirementsstipulatedinthisstandard(code),butalsothoseinthecurrentrelevantonesofthenationshallbemet.

2EnvironmentandSafetyofEquipmentRoom

2.0.1Priortotheinstallationofpowersupplyfacilities,thestructureanddecorationofequipmentroomshallbefinishedandchecked,meetingtherequirementsofpowerengineeringdesign.Waterleakageorseepagemustnotbeallowedforroofing,interiorwallsandflooring.

2.0.2Theflooringofequipmentroomshallbesmoothandflat,andthehorizontaldeviationshallnotbegreaterthan2mmpermeter.Thelocationsandspecificationsofunderground'trough,reservedhole,embeddedsteelpipeandboltshallmeettherequirementsforthefacilitiesinstallation.Thecoverplateoftroughshallbetightandsolid,andwaterseepagemustnotbeallowedinthetrough.

2.0.3Facilitiesforheating,ventilating,andairconditioning(HVAC)oftheequipmentroomshallbeingoodcondition.Indoortemperatureandhumidityshallmeettheoperatingrequirementsofthefacilities.

2.0.4Publicpowersupplyshallbeavailableintheequipmentroom,andthelightingsystemshallbeingoodconditionforuse.

2.0.5Thearrangementofthegeneratorsetroom,installationoftheinternalfacilities,aswellasthesoundinsulationandshockabsorptionmeasuresshallmeettherequirementsofengineeringdesign.

2.0.6Powerroom,batterybankroomandgeneratorsetroomshallmeettherelevantrequirementsofDesignCodeforFireProtectionofPostsandCommunicationsBuildingYD5002.

2.0.7Effectivefire-fightingandextinguishingequipmentshallbeprovidedandautomaticfirealarmsystemmustbesetupintheequipmentroom.

2.0.8Asforthetelecommunicationbureaus(stations)intheflood-intensiveareas,thepowersupplyfacilitiesshallbeinstalledintheequipmentroomlocatedabovethelocalfloodalarminglineorotherfloodpreventionmeasuresshallbetaken.

2.0.9Decorationmaterialsusedintheequipmentroomshallbemadeofnon-firespreadingmaterials,andsealingmaterialsforholeandtroughcoverplateshallbemadeofnon-firespreadingmaterials.

2.0.10Inflammableandexplosivearticlesmustbestrictlyforbiddenintheequipmentroom.

3InstallationandWiringofPowerDistributionandConvertingSystem

3.1InstallationofPowerDistributionandConvertingSystem

3.1.1Theequipmentstructureshallnotbewithdeformationanditssurfaceshallnotbedamaged;indicatinginstrument,button,knobandbuilt-inpartsshallnotbewithbruising,blocking,jamming,sheddingandbreakdown.

3.1.2Theequipmentinstallationpositionshallmeettheengineeringdesign'requirements,andtheallowabledeviationshallbewithin±10mm.

3.1.3Equipmentracksshallbeputinalignment,andtherack-to-rackgapshallnotbegreaterthan3mm.Theallowableverticaldeviationshallbewithin±0.1%.Frontpanelsoftheequipmentracksinthesamerowshallbeinaverticalplane,andtheallowabledeviationintherowlineshallbewithin±3mmpermeterand±15mmperrow.

3.1.4Theequipmentrackshallbeinstalledandreinforcedaccordingtotheengineeringdesignrequirements.

3.1.5Thepaintedsurfaceofequipmentracksshallbeintactandclean.

3.1.6Equipmentandequipmentpartsshallbeinstalledfirmly,andthewiringshallbecorrect.

3.2CableTrayInstallation

3.2.1Theinstallationposition,specificationandlengthofacabletrayshallmeettheengineeringdesignrequirements.Theallowabledeviationofthecabletrayinstallationpositionis±50mm.Thehorizontalcabletraysshallbeinalignmentandparalleltotheground,andthedeviationofthelevelnessshallnotbegreaterthan2mm'permeter.Theupwardcabletraysshallbeverticaltoground,andtheverticaldeviationshalnotbegreaterthan0.1%.

3.2.2Thefittingsandfastenersshallbeinstalledfirmly,straightandeven,freefromobviousbending;thecablesupportshallbeinstalleduprightlyandfirmly,withuniformspacing.

3.2.3CableHangersshallbeinstalledtrimlyandfirmly,andbeverticaltoground.

3.2.4Thepaintedsurfaceofironwareshallbeintactandclean.

3.3Wiring

3.3.1Thespecificationsandmodelsofbothpowercableandsignalcableshallmeettheengineeringdesignrequirements.

3.3.2Thecableterminalshallbematchedwiththecable.

3.3.3DCpowercable,ACpowercableandsignalcableshallbelaidseparately.

3.3.4ThesheathcolorofpowercableshallmeettherequirementsofTable3.3.4.

3.3.5Anyjointsinandbetweenthecablesmustbestrictlyprohibited.

3.3.6Wireandcableshallbeinstalledstraight,evenlyandregularly,shallbetieduniformlyandmoderately,neithertooloosenortootight;thespacingbetweencabletiesshallbeuniform,andthebuttsofcabletiesshallbeconcealed.

3.3.7Cableshallbeconnectedcorrectlywithgoodcontactandsmoothwelding;thefollowingmustbeforbidden:ground-touching,shortcircuit,disconnection,falsewelding,skipweldingandwrongwelding.

3.3.8Connectingpowercabletoequipmentshallbeinaccordancewiththefollowingrequirements:

1Incasethepowercablesareconnectedterminalbyterminal,theinsulatingsleeveshallbefixedattheterminalofthepowercables;

2Thesingle-strandofpowercablewiththesectionalarealessthan6mm2maybedirectlyconnectedwiththeequipment;

3Tin-platedconnectorshallbeinstalledattheterminalofthemulti-strandpowercablewithsectionalareagreaterthan6mm2.Theconnectordimensionshallfitwiththeconductordiameter;theconnectorandtheconductorshallbeconnectedfirmlybyusingclampingtoolsorbeweldedtogether.Thecontactingpartofconnectortitheequipmentshallbeevenandsmooth.

3.3.9Thefollowingrequirementsshallbemetforconnectingsignalcablestoequipmentterminals:

1Thecolorcodingofsignalcableshallbeidenticaltothatoftheconnectingcablesofequipment;

2Incaseofcablewrapping,6circles-8circlesmaybemadeforcableswithdiameterof0.4mm-0.5mmand4circles-6circlesmaybemadeforcableswithdiameterof0.6mm-1.0mm;

3Incaseofwelding,theweldingspotshallbesmoothwithoutfalsewelding,skipweldingandwrongwelding,andshortcircuitshallbeforbidden;thelengthofexposedcopperbodyoftheconductorcorewireshallbelessthan2mm;

4Incaseofclamping,thecorewireandtheterminalshallbeclampedfirmly.

3.3.10Incasethepowercableandthesignalcablearelaidintheundergroundtrough,theyshouldnotdirectlytouchtheground.

3.3.11Direct-buriedoutdoorpowercablesshallbelaidinaccordancewiththefollowingrequirements:

1Theburialdepthshallmeettheengineeringdesignrequirements.Steelorplasticpipeshallbeadoptedforprotectingthecableswheregoingthroughobstaclesorroads;

2Astratumoffinesoilshallbeplacedintothebedofcabletrench;thelaidcableshallbecoveredwith5cm-thickfinesoil,inaddition,redbrickorcoverplateshouldbelaidforprotection;thecabletrenchshallbeback-filledupandtamped.

3.3.12Theprotectivepipeforpowercableshallmeetthefollowingrequirements:

1Themodel,specificationandpositionoftheprotectivepipeshallmeettheengineeringdesignrequirements;

2Bothendsoftheprotectivepipeshallbetightlysealedafterthepowercablepassingthroughthepipe;

3Powercableswithdifferentvoltagegradesmustnotbelaidinthesameprotectivepipe.

3.3.13PowercablessharingthesameACloopshallbelaidinthesamemetalpipeandbeearthedasdesigned.

3.3.14Thebendingradiusofarmoredpowercableshallnotbelessthan20timesitsoutsidediameter,andthebendingradiusofplastic-sheathedcableshallnotbelessthan6timesitsoutsidediameter.

4ACPowerSupplySystem

4.1Transformer

4.1.1Installationofatransformershallbeinaccordancewiththefollowingrequirements:

1Thetransformerfoundationandtransformerconfigurationshallmeettheengineeringdesignrequirements;

2Theprofilesteelsinfoundationstructureshouldbeevenlyandfirmlyweldedat2pointsatleasttotheflatsteelsinearthinggrid,theweldsshallbetreatedbyusinganti-corrosionagentandpaintandnotbewithoxidescales;

3Asforthedrytypetransformer,itsprimary-sideelementshallbeinstalledatthepositionindicatedintheProductDescriptionanditssecondary-sideinstrumentshallbeinstalledontheeasy-to-observetransformerguardrailorenclosure.Redundantsofttubesshouldbecoiledandfixedsomewherenearthethermometer;

4Theresistancethermometerofdrytypetransformershouldbeinstalledinthedutyroomoronthecontrolconsole.Thetemperature-compensated/conductorshallmeettherequirementsofthethermometer,andproperadditionaltemperature-compensatedresistanceshallbeaddedtotheconductor;theyshallnotbeusedbeforecalibration.

4.1.2Theinstallationofvoltageswitchingunitshallbeinaccordancewiththefollowingrequirements:

1Thecoilterminalsshallbeclampedcorrectly,firmlyandreliablytoeachtappingpointofthetransformersvoltageswitchingunit,thecontactsurfaceshallbeintightandgoodcontactcondition.Intheprocessingofvoltageswitching,therotatingcontactorshallstopatthecorrectpointmarked.

2Incasethattheon-loadvoltageswitchingunitrotatestothelimitposition,mechanicalinterlockingmechanismandelectricinterlockingmechanismequippedwithlimitswitchshallbeeactivated.

3Thecontrolboxofon-loadvoltageswitchingunitshouldbeinstalledinthedutyroomoronthecontrolconsole,capableofoperatingmanuallyandautomatically,withcorrectcablingandwithaccurateindicationofthecontactor'slocation.

4.1.3Thetransformercablingshallbeinaccordancewiththefollowingrequirements:

1Layingandconnectingoftheprimaryconnectingcable,thesecondaryconnectingcable,theearthingcableandthecontrolcableofthetransformershallmeettheengineeringdesignrequirements;

2Neutralcablesandprotectiveearthingcableofthetransformershallbelaidseparatelyandconnectedtogetherattheneutralpointofthetransformer;insulatedcableshouldserveastheneutralcable,yellow-and-greencolorinsulatedcableshallserveastheprotectiveearthingcable;

3Intheearthingloopofneutralpointforthetransformer,adismountableconnectingpointshouldbearrangednearthetransformer.

4.2DieselGeneratorSet

4.2.1Forthedieselgeneratorset,thebaselinesoffoundationandthepositionandspecificationoffoundationboltholeshallmeettheengineeringdesignrequirements.Thefoundationboltshallbe

embeddedincorrectpositionbyusing"doubleconcrete-placement"process,theexposinglengthsoftheboltsabovethefloorshallbeuniform;andthespecificationoffoundationboltsshallmeettheengineeringdesignrequirements;theembeddedpartsshallbecompleteandcorrect,andthefoundationelevationshallmeettheengineeringdesignrequirements.

4.2.2Theinstallationofdieselgeneratorsetshallbeinaccordancewiththefollowingrequirements:

1Model,specificationandsparepartsofthegeneratorsetshallmeettheengineeringdesignrequirementsandfactoryconformitycertificateshallbeprovided;

2Thefoundation,position,preformedhole,troughandcoverplateofgeneratorsetshallmeettheengineeringdesignandinstallationrequirements;

3Thegeneratorsetshallbeinstalledsteadily,thenutsshallbeexposedwith3roundsto5roundsofscrewthreadaftertheinstallation;

4Thefoundationoftheunitbedplateinstalledontheshockabsorbershallbepositionedwithanti-skiddingironwares;

5Oilpump,oiltankandwatertankofthegeneratorsetshallbeinstalledfirmly.Theoiltankshallbeinstalledatthedesignatedpositioninaccordancewiththeengineeringdesignrequirements.Thefuelpipelineshallbeinstalledfirmly,straightlyandevenly,freefromoilleakageandoilseepage;

6Powercablesandsignalcablesofthegeneratorsetshallbelaidneatlyandaesthetically;theconnectionofthecablesshallbefirmandreliable,freefromanyerror.Goodprotectiveearthingforthegeneratorsetshallbeensured;

7Thepowercableandthesignalcableaccessingthegeneratorsetcontrolpanel(cabinet)shallbebandedregularlyinsortedbundles.ACpowercables,DCpowercablesandsignalcablesshallnotbebandedinthesamebundle.

4.2.3Processingofthepipefittingsandinstallationofthepipelineshallmeetthefollowingrequirements:

1Thepipemodel,pipediameter,pipewallthicknessofthegeneratorsetshallmeettheengineeringdesignrequirements,andthespecification,model,andquantityofvalve,flange,teejoint,elbowandconcentricreducerofthegeneratorsetshallalsomeettheengineeringdesignrequirements,freefromanydamage,deformationandcrack;

2Incaseofbendingasteelpipe,thebendingradiusshouldnotbelessthan6timestheradiusofthesteelpipe.Thebendingpositionandangleshallbecorrect,freefromanycreaseorunevennessskin;

3Incasethatthesteelpipeisconnectedbyusingpipeclamp,thelengthofthepipeendwithscrewthreadsateachheadofsteelpipeshallnotbelessthan1/2ofthelengthofpipeclampjoint,bothendsofpipeclampshallbesealed.Whileconnectedbyusingflange,thesealingfaceofflangeshallbesmoothandclean,andthegasketshallbeintact;

4Thepipingsystemshallbestraight,evenlyandfirmlyassembled,forwhichthegradientshallnotbegreaterthan0.2%andthepipelinesystemshallruntowardsthedirectionoftheflowtrend;

5Thepositionofpipelineinterfacesshallnotbesomewhereonsupportframes,andthepositionofinterfacesshallbesomewhereatleast50mmawayfromsupportframesorhangers.Thespacingbetweenanytwointerfacesshallnotbelessthan150mm,thedistancebetweenpipelineinterfaceandthestartingpointofbendshallnotbelessthan100mm;

6Exposedsteelpipesshallbeinalignment,andthespacingbetweenfixedsupportingpointsshallbeuniform.Thedistancefrompipeclamptobothsidesatthemiddleofterminalandbendingpointshall

meetthosestipulatedinTable4.2.3;

Thesteelpipeslaidonorovergroundsurfaceshallbearrangedinorder,andthespacingbetweenfixedsupportsshallbeuniformandeven.ThedistancefrompipeclamptopipeterminalandthedistancefrompipeclamptoeitheredgeofanelbowshallmeetthosestipulatedinTable4.2.3;

7Steelpipesburiedundergroundshallbecoatedwithanti-corrosivepaintsorasphalts;steelpipesshallbeprotectedwhilegoingthroughotherdevicesandbuildingfoundation;

8Hoseshouldbeadoptedforconnectingoilpumpandoilpipe,andanyoilleakageandseepagemustbeforbidden;

9Thecoolingwaterpipeshallbeinstalledstraightly,evenlyandfirm;pipelinecanbeconnectedwithpipeclamps;thecheckvalvedirectionshallbecorrect,waterleakageandseepagemustbeforbidden;

10Installationofthesmokeexhaustpipeshallbeinaccordancewiththefollowingrequirements:

1)Protectivemeasuresforthehorizontallyexposedsectionofthesmokeexhaustpipeshallmeettheengineeringdesignrequirements;

2)Thesmokeexhaustpipeshallbestraightandfreefromanyleakage;

3)Incasethatthesmokeexhaustpipeoutreacheshorizontally,thepipeattheoutdoorsideshallbelowerthanthatattheindoorsideandthegradientshouldbe0.5%.

11Theinstallationpositionsoftheairinletandoutletpipesofthecoolingsystemshallmeettheengineeringdesignrequirements.Pipelineshallbehungfirmly,regularly,straightandevenly,andthehangerfittingsshallbefixedwithproperspacing.Airleakageofanyairinletoroutletpipeshallbeforbidden.

4.2.4Paintingpipelineshallbeinaccordancewiththefollowingrequirements:

1Aftertheinstallationofgeneratorsetpipelinecompletedandqualified,alayerofanti-rustprimerpaintand2layers-3layersoffinishpaintshallbepaintedoverthepipes,andthepaintedsurfaceshallbeuniform,freefromanyfoldandflowmark;

2Thecolorforpaintingpipelinesshallmeetthefollowingrequirements:

Airpipe:skyblueorwhite

Waterpipe:lightblueforinletoneanddarkblueforoutletone

Oilpipe:yellowforengineoilpipeandbrownishredforfueloilpipe

Exhaustpipe:silverpink

3Redarrowindicatingtheflowdirectionshallbemarkedatbranchingpositionandconspicuouspositionofthepipeline.

4.2.5Beforetrialrunningofdieselgeneratorset,thegeneratorcontrolpanel,components,parts,pipelines,oiltank,watertank,startingvoltageofthebatteryandearthingofthegeneratorsetshallallbeeinspected.

4.2.6Theno-loadtestforgeneratorsetshallmeetthefollowingrequirements:

1Thegeneratorsetshalloperatesmoothlyanduniformly,andthespeedregulatorshallregulatethespeedaccuratelyandrotatestably,freefromabnormalnoiseandheating;

2Voltmeter,ammeter,frequencymeter,thermometerandoilpressuregaugeshallworknormally;

3NoiseinthegeneratorsetroomshallmeetthecurrentinternationalstandardGB3096QualityStandardforNoiseEnvironment;

4Notonlypressureandtemperatureoflubricatingoil,butalsoinletandoutlettemperatureofcoolingwatershallmeetcorrespondingtechnicalregulations;

5Theno-loadtestdurationshallnotbelessthan30min.

4.2.7Whilecarryingoutloadtest,thegeneratorsetshallrespectivelyoperatefor1hattheratedspeedunderdifferentconditions:thedieselgeneratoroutputpoweris25%,50%,75%or100%oftheratedpower.

4.2.8Generatorsetshouldbeabletobeignitedwithin3timesatmaximuminambienttemperature(5℃-35℃),thetotaldurationneededforasuccessfulignitionshallnotexceed5min.Afterbeingignited,thegeneratorsetshall,within3min,gointonormaloperationwithratedload.

4.2.9Incaseoftheloadtestofthegeneratorset,thefollowingitemsshallbemonitored:

1Generatorsetoutputthree-phasevoltageandbalancedegree;

2Rotationspeedandpowergenerationfrequency;

3Automaticvoltageregulationandspeedregulationperformance;

4Watertemperature,oiltemperatureandoilpressureundercontinuousoperation;

5Mechanicaloperationandnoise;

6Fueloilsystem,lubricatingsystem,coolingsystemandgasexhausting.

4.2.10Afterthemonitoringsystemofgeneratorsetbeingswitchedon,thegeneratorsetshallbecapableofstartingandshuttingdownautomatically,alsoregulatingtheoutputvoltageandthefrequencyautomatically;thedisplayingoffailure,oillevelandotherrelevantparametersshallbeindicatednormally.

4.2.11Thefunctionalinspectiononcontrolpanelofthegeneratorsetshallbeinaccordancewiththefollowingrequirements:

1Incaseofblackout,overvoltage,undervoltageorphaselackingofpublicpower,theprimarygeneratorsetshallbeautomaticallystarted.

2Thestandbygeneratorsetshallbeautomaticallystarted,aftertheprimarysetfails.

3Whenthevoltageandoilpressureoftheoperationalgeneratorsetreachnormalvalues,theprimaryandstandbygeneratorsetsshallbeautomaticallyormanuallyswitchedovertopowertheload.

4Thegeneratorsetshallbeautomaticallyswitchedoveroncethepublicpowersupplyrestorestothenormalvalue.

5Theautomaticprotectivecircuitofthegeneratorsetshallstilloperatenormallyandbecapableofsendingoutacoustic-opticalalarmingsignalinthefollowingcircumstances:outputovervoltage,outputundervoltage,rotationoverspeed,overfrequency,dieselgeneratoroverload,coolingwaterovertemperature,lowoilpressure,lowoillevelandlowbatteryvoltage,etc.

6Performancesoflocalandremotemonitoringinterfacesshallbenormal.

4.3UninterruptedPowerSupply(UPS)System

4.3.1Inthetestoftheuninterruptedpowersupplysystem,thefollowingitemsshallbecoveredand

theirindicatorsshallmeettheengineeringdesignrequirements:

1Inputvoltage;

2Outputvoltage;

3Accuracyofregulatedvoltage;

4Outputwaveform;

5Harmoniccontent;

6Frequencyaccuracy;

9Batteryvoltage.

4.3.2TheautomaticprotectivecircuitoftheUPSshalloperateaccuratelyandbecapableofsendingoutacoustic-opticalalarmingsignalinthefollowingcircumstances:inputovervoltage,outputundervoltage,outputundervoltage,overcurrent,undercurrent,overload,shortcircuit,batteryundervoltageandfusefusing.

4.3.3Performancesoflocalandremotemonitoringinterfacesshallbenormal.
