Foreword

ThisStandardisdevelopedbysinopecengineeringIncorporationincooperationwithotherinvolvedorganizationsaccordingtotherequirementsofDocument(JIANBIAO〔2007〕No.126)issuedbytheoriginalMinistryofConstruction(MOC)ofthePeople'sRepublicofChina-NoticeonPrintingandDistributingtheDevelopmentandRevisionPlanofNationalEngineeringConstructionStandards(2mdGroup)in2007.

InpreparingthisStandard,theworkingteamsummarizedthepracticesofdevelopingdesigndeliverablesforpetrochemicalplants,absorbedtheresearchoutcomesinrecentyears,madereferencetoapplicablecodesandstandards,discussed,revised,refinedandfinalizedthisStandardbaseduponcommentsconsolidatedfromthegeotechnicalengineering_reconnaissanceorganizations,engineeringcompanies,researchinstitutes,constructioncompaniesandusers.

Thisstandardconsistsof6chaptersand1appendix,coveringgeneralprovisions,termsandabbreviations,basicrequirements,processdesignpackage,basicengineeringdesignanddetailedengineeringdesign.

1GeneralProvisions

1.0.1ThisStandardispreparedwithaviewtoassurethatthepetrochemicalplantsareproperlydesignedtoachievecost-effectiveness,safetyandapplicability,advancedtechnologyandenvironmentprotection,andunifythecontentsanddepthofdesigndeliverablesforpetrochemicalplant.

1.0.2ThisStandardisapplicabletotheformationofdesigndeliverablesforgrassroots,expansionandrevampingofpetrochemicalplants.

1.0.3ThisStandardspecifiesthebasicrequirementsforthedesigndeliyerablesforpetrochemicalplants.Forexpansionandrevampingprojects,theexpansionandrevampingdetailsshallbeincludedinthedesigndeliverables.

1.0.4InadditiontotherequirementsstipulatedinthisStandard,theformationofdesigndeliverablesforpetrochemicalplantsshallalsocomplywiththosestipulatedinthecurrentrelevantstandardsofthenation.

2.1Terms

2.1.1PPpetrochemicalplant

Thepetrochemicalplantreferstotheplantsintherefineries,petrochemicalcomplex,petrochemicalfiberplantsortheircomplexwherepetroleum,naturalgas,coalandtheirproductsareusedasfeedstocktoproduceandstorevariouspetrochemicalproducts.

2.1.2PDPprocessdesignpackage

Asatechnicalcarrier,processdesignpackageisdevelopedtofindsolutionstotechnicalsourcesandtechnicalreliability,anditisshortenedasPDP.

2.1.3BEDbasicengineeringdesign

Basicengineeringdesign(BED)isintendedtofindsolutionstotechnicalschemesandengineerization.

2.1.4DEDdetailedengineeringdesign

Detailedengineeringdesign(DED)isintendedtofindsolutionstoprojectconstructionandexecution,developconstructiondrawingsandproposetherequirementsinaspectsofinstallation,inspectionandacceptancebasedonthedeterminedtechnicalschemesandprinciples.

3.0.1ThedesignphasesmayincludePDPdesign,BEDandDED.

3.0.2TheprocessdesignpackageshallprovideareliabletechnicalbasisforBED,andshallmeettherequirementsforexecutingBEDandguidingtheownertodevelopthedetailedoperationmanuals.

3.0.3TheBEDshalldeterminetechnicalschemesandsolveengineerizationissues.

3.0.4DEDshallprovidevariousdrawingsrequiredforprojectconstruction,specifytherequirementsforconstruction,installation,inspectionandacceptancebasedonthedeterminedtechnicalschemesandprinciples.

4ProcessDesignPackage

4.1GeneralRequirements

4.1.1Processdesignpackageshallincludedesigndeliverablesandprocessmanual,andshallincludeanalysismanualifrequiredbytheowner.

4.1.2Thedesigndeliverablesshallincludedesignbasis,processdescription,PFD,streamdatasheets,overallmaterialbalance,consumptions,andbatterylimit(B.L)conditionsforincoming/outgoingstreams,andalsothedescriptionsinaspectsofsafety,healthandenvironmentprotection.

4.1.3Theprocessmanualshallincludeprocessdescription,controlproceduresandmethodsfornormaloperation,startupandcommissioningpreparation,startupand|shutdownprocedures,emergencyresponsephilosophy,catalystloading/unloading,processhazardanalysisandcontrolmeasures,environmentprotection,andequipmentinspectionandmaintenance.

4.1.4Theanalysismanualshallincludetheanalyticalfrequenciesandmethodsforfeedstock,productsandtheintermediateproductstobecontrolledduringtheoperation.

4.2DesignDeliverable

4.2.1Thedesignbasisshallinclude:

1Theprojectbackground,designcriteria,technicalsourcesandlicensing,andscopeofdesign.

5BasicEngineeringDesign

5.1GeneralRequirements

5.1.1TheBEDdeliverablesshallbedevelopedbasedonthecontract,theapprovedoveralldesignorfeasibilitystudyreport,processdesignpackageanddesignbasisinformation.

5.1.2ThecontentsanddepthsoftheBEDdeliverablesshallmeettherequirementsforownerreview,projectmaterialprocurementpreparationandconstructionpreparationandexecutionofDED.BEDshallalsomeettherequirementsfordesignreviewoffirefighting,environmentprotection,safetyfacilitydesign,occupationalhealth,energyconservationandseismicfortificationdesign.

5.1.3TheBEDdeliverablesshallincludeprojectoutline,process,stationaryequipment,rotaryequipment,heater,plotplanandtransportation,equipmentlayoutandpiping,instrument,electric,telecommunication,architecture,civil,HVAC,laboratory,watersupplyanddrainage,firefighting,budgetaryestimate,etc.

5.2ProjectOutline

5.2.1Theprojectoutlineshallinclude:

5.3.5Thepipinglistshallatleastincludethetagnumber,nominalsize,pipingclass,P&.IDnumber,pipingfrom/to,fluidname,fluidstate,operatingconditions,designconditions,insulationandtracingrequirements.

5.3.6Theprocessequipmentlistshallindicatethetagnumber,name,quantity,operatingconditions,designconditions,specifications,mainmaterialsandweightbycategories.Andthescopeofsupplyshallbeindicatedforthepackagedequipment.

5.3.7ThePFDshallindicatethecompleteprocess,includingthemainprocessequipment,theirtagnumbersandnames,mainprocesspipes,operatingconditions,processcontrolschemesandfluiddataaswellastheheatdutiesofexchangers.Fluiddatamaybeindicatedinmaterialandheatbalance.

5.3.8TheUFDshallbedevelopedperfluidcategories,andshallindicatethemainequipmentconsumingand/orproducingutilities,themainutilityrunpipes,controlschemes,flowratesandprocessparametersaswellastheequipmenttagnumbersandnames.

5.3.9TheP&.IDshallmeetthefollowingrequirements:

1TheequipmentinP&IDshallinclude:

1)Alltheequipmentincludingthestandbyequipment,theirtagnumbersandnames,themainspecificationsforkeyequipment,andthescopeofsupplyforpackagedequipmentsuppliedbythemanufacturers.

2)Allequipmentnozzles.

3)Thetraytypes,serialnumbersofthetraysadjacenttotheinlet/outletnozzles,andtheinformationrelatedtointernalssuchasthebaffles,demistersandheatingorcoolingcoils.

4)Thedrivingtypesforallrotaryequipmentsuchaspumps,compressorsandblowers.

5)Theelevationofequipmentandtherelativeheightbetweenequipment,ifrequiredbythe

process.

2ThepipinginP&.IDshallinclude:

1)Allprocessandutilitypipingconnectedwiththeequipment,includingthepipingforstartupandcommissioning,shutdownandemergency,shallindicatethepipenumberswithfluidcodes,pipeserialnumbers,pipesizes,pipingclassesandinsulationrequirementsaswellasthefluidflowingdirectionsmarkedwitharrow.

2)Thevalvesexceptforinstrumentvalvesandtheirtypes,andthepipespecificationbreakshallbeindicatedwherethepipingclassischanged.

3)Thetwo-phaseflowpipingpronetovibrationshallbemarkedwith"two-phaseflow,vibration-prone",thegravityflowpipingwithparticularrequirementsshallbemarkedwith"gravityflow",thepipingwithslopeandliquidsealrequirementsshallindicatetherequiredslopeandliquidsealheights,andthepipingrequiring"nopocket"shallbesuchindicated.

4)Thevent,drain,purgingandflushingconnectorsprovidedforstartuporcommissioning.Heattracingpipe,thejacketedpipesuchasthesteam,hotwaterorothers,andtheirinsulationrequirements.
