4、h of the State Councils suggestionsover the structural reform of survey and design institutions in 1992. They enjoyed theenrichment of their management autonomous rights and benefited from a series ofsystems of technological economy responsibility at the beginning of Chinas thereform and opening up.

5、 The Suggestion mainly covers the aspects ofenterprises-reform and mechanism-establishing, separating government functions fromenterprise management, institutes structural reform and propping up good performers.The focal points of the system reform over survey and design institutes are their nature,

6、their business pattern, property relations and separating the administrative functionfrom their business management.Based on the Huabei Planning & Design Institutes (HPDI) development, and togetherwith the features of small and medium-sized design institutes in China and Japan, weanalyzed the diffic

7、ulties that we were confronted in the process of HPDIsmulti-industry re-organization, proposed a train of appropriate development models forthe small and medium-sized survey and design institutes in China. Thank to theHPDIs quick enterprise definition, its clear business strength and the inspiringen

8、terprise culture, HPDI has made remarkable achievements. When we look back, andre-focus on the successful cases of HPDI, two aspects have to be highlighted. The firstone is the solid teams. HPDI not only has a highly wise leading organization team butalso a group of courageous, arduous and innovativ

9、e engineers. The second is HPDIsentrepreneurial spirit. Company doctrine is forging ahead in unity, working hardthrough innovations in a pioneering spirit, hard working and quick learning, dedicateddevotion spirit. The engineering companies mentioned in the thesis who are willing totake the way of c

10、oncentrating on the nicety of project engineering have the advantageof relatively low investment, simple company organization and staff. However, theyoffered dramatic contribution to the national economy, specifically in the project safety,quality assurance and the low carbon economy development eve

11、n though they arepresenting the auxiliary functions to the project construction industry chain.
