2、ernDistrictofAlabama.ThatordercalledfortheadmissionoftwoclearlyqualifiedyoungAlabamaresidentswhohappenedtohavebeenbornNegro.ThattheywereadmittedpeacefullyonthecampusisdueingoodmeasuretotheconductofthestudentsoftheUniversityofAlabama,whomettheirresponsibilitiesinaconstructiveway.IhopethateveryAmerica

3、n,regardlessofwherehelives,willstopandexaminehisconscienceaboutthisandotherrelatedincidents.ThisNationwasfoundedbymenofmanynationsandbackgrounds.Itwasfoundedontheprinciplethatallmenarecreatedequal,andthattherightsofeverymanarediminishedwhentherightsofonemanarethreatened.Today,wearecommittedtoaworldw

4、idestruggletopromoteandprotecttherightsofallwhowishtobefree.AndwhenAmericansaresenttoVietnamorWestBerlin,wedonotaskforwhitesonly.Itoughtabepossible,therefore,forAmericanstudentsofanycolortoattendanypublicinstitutiontheyselectwithouthavingtobebackedupbytroops.ItoughtatobepossibleforAmericanconsumerso

5、fanycolortoreceiveequalserviceinplacesofpublicaccommodation,suchashotelsandrestaurantsandtheatersandretailstores,withoutbeingforcedtoresorttodemonstrationsinthestreet,anditoughtabepossibleforAmericancitizensofanycolortoregisterandtovoteinafreeelectionwithoutinterferenceorfearofreprisal.Itoughtatobep

6、ossible,inshort,foreveryAmericantoenjoytheprivilegesofbeingAmericanwithoutregardtohisraceorhiscolor.Inshort,everyAmericanoughttohavetherighttobetreatedashewouldwishtobetreated,asonewouldwishhischildrentobetreated.Butthisisnotthecase.TheNegrobabyborninAmericatoday,regardlessofthesectionoftheStateinwh

7、ichheisborn,hasaboutone-halfasmuchchanceofcompletingahighschoolasawhitebabyborninthesameplaceonthesameday,one-thirdasmuchchanceofcompletingcollege,one-thirdasmuchchanceofbecomingaprofessionalman,twiceasmuchchanceofbecomingunemployed,aboutone-seventhasmuchchanceofearning$10,000ayear,alifeexpectancywh

8、ichis7yearsshorter,andtheprospectsofearningonlyhalfasmuch.Thisisnotasectionalissue.Difficultiesoversegregationanddiscriminationexistineverycity,ineveryStateoftheUnion,producinginmanycitiesarisingtideofdiscontentthatthreatensthepublicsafety.Noristhisapartisanissue.Inatimeofdomesticcrisismenofgoodwill

9、andgenerosityshouldbeabletouniteregardlessofpartyorpolitics.Thisisnotevenalegalorlegislativeissuealone.Itisbettertosettlethesemattersinthecourtsthanonthestreets,andnewlawsareneededateverylevel,butlawalonecannotmakemenseeright.Weareconfrontedprimarilywithamoralissue.ItisasoldastheScripturesandisascle

10、arastheAmericanConstitution.TheheartofthequestioniswhetherallAmericansaretobeaffordedequalrightsandequalopportunities,whetherwearegoingtotreatourfellowAmericansaswewanttobetreated.IfanAmerican,becausehisskinisdark,cannoteatlunchinarestaurantopentothepublic,ifhecannotsendhischildrentothebestpublicsch

11、oolavailable,ifhecannotvoteforthepublicofficialswhowillrepresenthim,if,inshort,hecannotenjoythefullandfreelifewhichallofuswant,thenwhoamonguswouldbecontenttohavethecolorofhisskinchangedandstandinhisplace?Whoamonguswouldthenbecontentwiththecounselsofpatienceanddelay?Onehundredyearsofdelayhavepassedsi

12、ncePresidentLincolnfreedtheslaves,yettheirheirs,theirgrandsons,arenotfullyfree.Theyarenotyetfreedfromthebondsofinjustice.Theyarenotyetfreedfromsocialandeconomicoppression.AndthisNation,forallitshopesandallitsboasts,willnotbefullyfreeuntilallitscitizensarefree.Wepreachfreedomaroundtheworld,andwemeani

13、t,andwecherishourfreedomhereathome,butarewetosaytotheworld,andmuchmoreimportantly,toeachotherthatthisisthelandofthefreeexceptfortheNegroes;thatwehavenosecond-classcitizensexceptNegroes;thatwehavenoclassorcastesystem,noghettoes,nomasterraceexceptwithrespecttoNegroes?NowthetimehascomeforthisNationtofu

14、lfillitspromise.TheeventsinBirminghamandelsewherehavesoincreasedthecriesforequalitythatnocityorStateorlegislativebodycanprudentlychoosetoignorethem.Thefiresoffrustrationanddiscordareburningineverycity,NorthandSouth,wherelegalremediesarenotathand.Redressissoughtinthestreets,indemonstrations,parades,a

15、ndprotestswhichcreatetensionsandthreatenviolenceandthreatenlives.Weface,therefore,amoralcrisisasacountryandapeople.Itcannotbemetbyrepressivepoliceaction.Itcannotbelefttoincreaseddemonstrationsinthestreets.Itcannotbequietedbytokenmovesortalk.ItisatimetoactintheCongress,inyourStateandlocallegislativeb

16、odyand,aboveall,inallofourdailylives.Itisnotenoughtopintheblameonothers,tosaythisaproblemofonesectionofthecountryoranother,ordeplorethefactsthatweface.Agreatchangeisathand,andourtask,ourobligation,istomakethatrevolution,thatchange,peacefulandconstructiveforall.Thosewhodonothingareinvitingshame,aswel

17、lasviolence.Thosewhoactboldlyarerecognizingright,aswellasreality.NextweekIshallasktheCongressoftheUnitedStatestoact,tomakeacommitmentithasnotfullymadeinthiscenturytothepropositionthatracehasnoplaceinAmericanlifeorlaw.TheFederaljudiciaryhasupheldthatpropositioninaseriesofforthrightcases.TheExecutiveB

18、ranchhasadoptedthatpropositionintheconductofitsaffairs,includingtheemploymentofFederalpersonnel,theuseofFederalfacilities,andthesaleoffederallyfinancedhousing.ButthereareothernecessarymeasureswhichonlytheCongresscanprovide,andtheymustbeprovidedatthissession.Theoldcodeofequitylawunderwhichwelivecomma

19、ndsforeverywrongaremedy,butintoomanycommunities,intoomanypartsofthecountry,wrongsareinflictedonNegrocitizensandtherearenoremediesatlaw.UnlesstheCongressacts,theironlyremedyisthestreet.Iam,therefore,askingtheCongresstoenactlegislationgivingallAmericanstherighttobeservedinfacilitieswhichareopentothepu

20、blic-hotels,restaurants,theaters,retailstores,andsimilarestablishments.Thisseemstometobeanelementaryright.ItsdenialisanarbitraryindignitythatnoAmericanin1963shouldhavetoendure,butmanydo.Ihaverecentlymetwithscoresofbusinessleadersurgingthemtotakevoluntaryactiontoendthisdiscrimination,andIhavebeenenco

21、uragedbytheirresponse,andinthelasttwoweeksover75citieshaveseenprogressmadeindesegregatingthesekindsoffacilities.Butmanyareunwillingtoactalone,andforthisreason,nationwidelegislationisneededifwearetomovethisproblemfromthestreetstothecourts.ImalsoaskingtheCongresstoauthorizetheFederalGovernmenttopartic

22、ipatemorefullyinlawsuitsdesignedtoendsegregationinpubliceducation.Wehavesucceededinpersuadingmanydistrictstodesegregatevoluntarily.DozenshaveadmittedNegroeswithoutviolence.Today,aNegroisattendingaState-supportedinstitutionineveryoneofour50States,butthepaceisveryslow.ToomanyNegrochildrenenteringsegre

23、gatedgradeschoolsatthetimeoftheSupremeCourtsdecisionnineyearsagowillentersegregatedhighschoolsthisfall,havingsufferedalosswhichcanneverberestored.ThelackofanadequateeducationdeniestheNegroachancetogetadecentjob.TheorderlyimplementationoftheSupremeCourtdecision,therefore,cannotbeleftsolelytothosewhom

24、aynothavetheeconomicresourcestocarrythelegalactionorwhomaybesubjecttoharassment.Otherfeatureswillbealsorequested,includinggreaterprotectionfortherighttovote.Butlegislation,Irepeat,cannotsolvethisproblemalone.ItmustbesolvedinthehomesofeveryAmericanineverycommunityacrossourcountry.InthisrespectIwannap

25、aytributetothosecitizensNorthandSouthwhovebeenworkingintheircommunitiestomakelifebetterforall.Theyareactingnotoutofsenseoflegaldutybutoutofasenseofhumandecency.Likeoursoldiersandsailorsinallpartsoftheworldtheyaremeetingfreedomschallengeonthefiringline,andIsalutethemfortheirhonorandtheircourage.Myfel

26、lowAmericans,thisisaproblemwhichfacesusall-ineverycityoftheNorthaswellastheSouth.Today,thereareNegroesunemployed,twoorthreetimesasmanycomparedtowhites,inadequateeducation,movingintothelargecities,unabletofindwork,youngpeopleparticularlyoutofworkwithouthope,deniedequalrights,deniedtheopportunitytoeat

27、atarestaurantoralunchcounterorgotoamovietheater,deniedtherighttoadecenteducation,deniedalmosttodaytherighttoattendaStateuniversityeventhoughqualified.Itseemstomethatthesearematterswhichconcernusall,notmerelyPresidentsorCongressmenorGovernors,buteverycitizenoftheUnitedStates.Thisisonecountry.Ithasbecomeonecountrybecauseallofusandallthepeoplewhocameherehadanequalchancetodeveloptheirtalents.Wecannotsaytotenpercentofthepopulationthatyoucanthavethatright;thatyour
