MorethantwoyearshaspassedsincetheCOVID-19pandemicbegan,andwiththeeasingofhealth,safety,andvisapolicies,theflowofinternationalgraduatestudentstotheUnitedStatesappearstobeontherebound.DatafromtheCouncilofGraduateSchools'InternationalGraduateAdmissionsSurveyindicatethat,betweenFall2020andFall2021,thenumberofapplicationsfrominternationalstudentstoU.S.graduateschoolscontinuedtogrow,andfirst-timegraduateenrollmentamonginternationalstudentsincreasedsubstantially.

Internationalgraduateapplicationsandenrollmentremainsrobust.U.S.graduateprogramsparticipatingintheCGSInternationalGraduateAdmissionsSurveyreceivedatotalof852,006applicationsfromprospectiveinternationalstudents,extended286,619offersofadmissiontointernationalgraduateapplicants,andenrolled101,371first-timeinternationalgraduatestudentsintheFallof2021.Institutionsrespondingtothesurveyenrolledatotalof268,527internationalgraduatestudentsinthefallof2021(TablesB.1,B.2,B.3,&B.5).

Internationalgraduateapplicationsincreasedforthethirdyearinarow.BetweenFall2020andFall2021,thetotalnumberofinternationalgraduateapplicationsreceivedbyU.S.degree-grantinginstitutionsparticipatingintheCGSInternationalGraduateAdmissionsSurveyincreasedby12%(TableA.1).Thisincreaseisparticularlylargecomparedwithpreviousadmissioncyclesandrepresentsthethirdyearinwhichthenumberofapplicationshasincreased.Thislevelofgrowthisoccurringregardlessofdegreeobjective.Thenumberofapplicationsformaster's&certificateprogramsforFall2021exceededthatforFall2018,thepriorrecordhigh,anddoctoralapplicationshavealsoincreased(Figure1).

First-timeinternationalgraduateenrollmentisontherebound.BetweenFall2020andFall2021,thenumberofstudentsenrolledforthefirst-timeinU.S.-basedgraduateprogramsincreasedby92%.Thisstandsincontrasttothe39%declineinfirst-timeinternationalgraduateenrollmentbetweenFall2019andFall2020(TableA.2).First-timeenrollmentsincreasedregardlessofcountry,regionoforigin,fieldofstudy,ordegreeobjective.Theincreasewasdrivenlargelybyasignificantincreaseinmaster'sandcertificatefirst-timeenrollment,andarobustincreaseindoctoralfirst-timeenrollment.Afterasignificantdeclineduringthepandemic,first-timeinternationalgraduateenrollmentinFall2021isonthereboundbacktoFall2018levels.

First-timeenrollmentisonthereboundregardlessoffieldofstudy.First-timeenrollmentinthefieldsofMathematics&ComputerSciencesandEngineering,bothofwhichtraditionallyenrolllargenumbersofinternationalstudents,increasedsubstantiallybetweenFall2020andFall2021,at189%and129%respectively(TablesA.4).Thesmallestincreaseinfirst-timeenrollmentamonginternationalgraduatestudentswasinSocial&BehavioralSciences(28%).Despitethelevelsofgrowth,patternsinfirst-timeenrollmentremainconsistentbydegreeobjective.Forexample,thefieldsofBusiness(95%),Mathematics&ComputerSciences(90%),andPublicAdministration&Services(81%)hadhighconcentrationsoffirst-timeinternationalstudentsinmaster'sandcertificateprogramsinFall2021.Incontrast,thefieldsofPhysical&EarthSciences(72%)andBiological&AgriculturalSciences(49%)hadhighconcentrationsoffirst-timeinternationaldoctoralstudents(TableC.3).

Indiasurgesinapplicationsandfirst-timeenrollment.ChinaandIndiacontinuetosendthelargestnumbersofinternationalgraduatestudentstotheUnitedStates.InFall2021,however,therateofincreaseofapplicationsfromIndiasurpassedtherateofincreaseofapplicationsfromChinaforthefirst

time.ThiswasbecausegraduateapplicationsfromChinesenationalsdecreasedby16%betweenFall2020andFall2021,whileapplicationsfromIndiannationalsincreasedby36%(TableA.l).Similarly,first-timeenrollmentamongChinesenationalsincreased35%betweenFall2020andFall2021,whilefirst-timeenrollmentofIndiannationalsincreasedby430%.Thisstandsincontrasttotheperviousyear,betweenFall2019andFall2020,whenfirst-timeenrollmentofChinesenationalsandIndiannationalsdecreasedby37%and66%respectively(TableA.2).AlargeshareofIndianstudentsareapplyingtomaster'sandcertificateprogramswhicharegrowingmuchmorequicklythandoctoralapplications.WhencomparingthesumofIndianstudentmaster'sfirst-timeenrollmentbetween2020and2021(n=25,263)andthesumofIndianmaster'sfirst-timeenrollmentbetween2018and2019(n=25,746),theaveragefour-yearchangewasnotverylarge.ThedefermentofIndianmaster'sandcertificateadmissionsinFall2020werelikelytohaveenrolledinFall2021drivingthesignificantincreaseofIndianfirst-timeenrollment.InFall2021,thefirst-timegraduateenrollmentfromIndiawasreboundingbacktoFall2018levels,however,thefirst-timegraduateenrollmentfromChinawasstilllowerthanthepre-pandemiclevels(Figure2).

Fewerinternationalstudentsaredeferringadmissions.Deferredadmissionscontributesignificantlytothelargeincreasesinfirst-timeenrollmentbetweenFall2020andFall2021.Forexample,thefactthat

first-timeenrollmentofIndiannationalsgrewby430%canbeexplained,atleastinpart,bythefactthat21%ofIndianmaster5sandcertificateadmissions,and12%ofIndiandoctoraladmissionsweredeferredinFall2020,theprioryear.IntheFallof2021,deferralsamongIndianmaster5sandcertificateanddoctoraladmissionsfellto5%and4%respectively(TableB.4).

Overall,resultsfortheFall2021admissionscycleindicatethat,of286,619offersofadmissionstoprospectiveinternationalgraduatestudentsinFall2021,5%ofmaster'sandcertificateoffersofadmissionsand6%ofdoctoraloffersofadmissionsweredeferredtofuturesemestersincomparisonto12%and10%inFall2020(TableB.4).

Amongotherregions,Sub-SaharanAfricaandMiddleEast&NorthAfricahadlargesharesofdeferredadmissionsatboththemaster'sandcertificateandthedoctorallevels.Forexample,13%ofmaster'sandcertificateoffersofadmissionstoIraniangraduatestudentsinFall2021weredeferred.Furthermore,atthedoctorallevel,18%ofoffersofadmissionstograduatestudentsinIranweredeferred,followedbySaudiArabia(14%),andSub-SaharanAfrica(9%)(TableB.4).

AbouttheCGSInternationalGraduateAdmissionsSurvey

In2004,theCouncilofGraduateSchools(CGS)launchedanannualempiricalexaminationofinternationalgraduateapplication,admission,andenrollmenttrendsinresponsetomemberinstitutions'interestinchangesintheenrollmentofstudentsfromabroadseekingmaster'sanddoctoraldegreesfromU.S.collegesanduniversities.Broadlyspeaking,thesurveyisdesignedtocaptureinformationaboutapplicationcountsandoffersofadmission,aswellasfirst-timeandtotalgraduateenrollmentofinternationalstudentsforeachfalladmissioncycle.

Forthepurposeofthissurvey,aninternationalstudentisdefinedasapersonwhoisnotacitizen,national,orpermanentresidentoftheUnitedStatesandisinthiscountryonastudentvisa,oronatemporarybasis,anddoesnothavethelegalrighttoremainindefinitely.Undocumentedstudents,individualswithdeferredactionstatus,andrefugeesarenotincludedinthisdefinitionofinternationalstudents.

BetweenSeptemberandNovember2021,thesurveywassentto744U.S.collegesanduniversities,whichwereCGSmembersasofJanuary2021,aswellasotherinstitutionsthatweremembersofConferenceofSouthernGraduateSchools(CSGS),theMidwesternAssociationofGraduateSchools(MAGS),theNortheasternAssociationofGraduateSchools(NAGS),ortheWesternAssociationofGraduateSchools(WAGS).Atotalof361institutions,or48.5%,respondedtothesurvey.

BetweentheFall2020andFall2021admissioncycles,totalapplicationsfromprospectiveinternationalgraduatestudentsatrespondinginstitutionsincreasedby12%.ApplicationsfromprospectivegraduatestudentsintheSub-SaharanAfrica(64%),MiddleEast&NorthAfricanregion(35%),andEurope(28%)allincreasedsubstantially.Additionally,graduateapplicationsfromIndianstudentsincreased(36%).However,Chinesenationalshaddeclinedingraduateapplicationcounts(-16%)betweentheFall2020andFall2021admissioncycles.GraduateapplicationsfromprospectivestudentsinJapanandTaiwandeclined(-4%and-2%,respectively)duringthesameperiod(TableA.1).

ComparedtoFall2020,first-timeinternationalgraduateenrollmentinFall2021increasedby92%.Patternsoffirst-timegraduateenrollmentacrossfieldsofstudyandcountries/regionsoforigingenerallymirrorthoseoffinalapplicationcounts.Afterrecentdecreasesinfirst-timegraduateenrollmentbetweentheFall2019andFall2020admissioncycles,thenumberofIndianfirst-timegraduatestudentsincreasedsubstantiallythispastyear,reboundingtoFall2019enrollmentlevels.TherewasrobustincreaseinfirsttimegraduateenrollmentforChinesenationals(35%),however,therateofincreasefromChinesenationalswasslowerthantheincreasesfromotherregion/countryoforigin.TheregionsofSub-SaharanAfrica(103%),Europe(46%),andLatinAmerica&Caribbean(45%)sawrobustgrowthinfirst-timegraduateenrollments.Taiwan(84%)alsoreportedsignificantgrowthinfirst-timegraduateenrollment.Anothernotablefindingisthatfirst-timegraduateenrollmentforstudentshailingfromtheMiddleEast&NorthAfricaincreasedby63%,withIranianfirst-timegraduateenrollmentincreasingby158%betweenFall2020andFall2021(TablesA.2).

ProspectiveChineseandIndianstudentsaccountedfor64%ofthe852,006internationalgraduateapplicationsreceivedbyinstitutionsrespondingtothe2021CGSInternationalGraduateAdmissionsSurvey,withgraduateapplicationssubmittedbyIndiannationalsaccountingfor31%ofallinternationalapplications.ProspectiveIndiangraduatestudentssentwelloverone-thirdofthetotalinternationalmaster'sandcertificateapplications(40%)duringtheFall2021admissioncycle,toppingChina(34%)bysixpercentagepoints.Indiannationalsincreasedtheirshareofmaster'sandcertificateapplicationsbysixpercentagepointslastyear,whiletheshareofChinesenationals'master'sandcertificateapplicationsdeclinedbyninepercentagepointsfromtheprioryear.

Forthoseapplicantswhosedegreelevelswerereported,overall,abouttwothirds(66%)submittedapplicationsformaster'sandcertificateprograms,and34%submittedapplicationsfordoctoraldegreeprograms.ThemajorityofgraduateapplicationsfromIndiannationals(85%)continuetobeformaster'sandcertificateprograms.Incontrast,alargemajorityofapplicationsfromIran(77%)andtheRepublicofKorea(SouthKorea,68%)werefordoctoralprograms.Similarly,63%ofapplicationsfromMiddleEastandNorthAfricawerealsofordoctoralprograms(TableB.1).
