DearAssociateVicePresidentOwen,

IwanttoexpressmyappreciationtoyouandthemanymenandwomenoftheCabrilloCollegefamilywhohaveworkedsohardtocompletethiscomprehensivetechnologyplan.TechnologyisinfusedineverypartofwhatwedoatCabrillo,andthisthoroughplanningprocessprovidesguidanceforthecollegeaswemakechallengingdecisionsabouthowtoallocatescarceresourcestomeettheneedsofourstudents,facultyandstaff.

ThedevelopmentofthetechnologyplanisashiningexampleofhowsharedgovernanceworksatCabrillo.Thevariouscommitteesandgroupsworkingontheplandidanoutstandingjobofanalyzingourneedsacrosscampus.

Ilookforwardtotheimplementationphaseofthetechnologyplan,andamconfidentthatwewillcontinuetoworktogethertobuildatechnologyinfrastructureasweapproachCabrillo’sfiftiethanniversaryin2009!

WhatyouholdinyourhandsisauniquedocumentinthehistoryofCabrilloCollege.Facultyrealizetheimportanceofmaintainingandenhancingourabilitytousetechnologyinandoutsideoftheclassroomtosupportstudentlearning.Ourstudentsareincreasinglymore‘techsavvy,’andmanyofusalreadyusetheinternetasaregularpartofourcourses.Forustechnologyisanecessitynotsomethingwemightwishfor.

Theprocessinvolvedinproducingthisdocumentalsodeservesacknowledgement.TheTechnologySteeringCommittee,FocusGroupsandvariousTaskForcesthathavemadethisreportarealityaretobecommendedfortheireffortstoincludeinputfromasmanysourcesaspossible.Themethodologyusedhereshouldserveasamodelforelicitingandincorporatingthediverseviewsofourcampuscommunityinarepresentativefashion.

Cabrillo’sfutureistiedinextricablytoourabilitytoembraceandmakethebestuseofavarietyofmodesoftechnology.Thechallengeforthecollegeistofindwaystoutilizetheroadmapoutlinedinthisreport.Wemustbringourcurrentsystemsandinfrastructureuptodateandlayafoundationthatenablesustocontinuallysupportthesuccessofourstudentsthroughtheuseoftechnology.

DearCabrilloCommunity;

Iamexcitedtobeabletowritethisletterofintroductionandsupportforourcomprehensivethree-yeartechnologyassessmentandplan.Inmyroleaspresidentoftheclassifiedunion,Ibothseeandhearabouttheeffectsoftechnologyonourabilitytodoourjobs.Asmoothandsophisticatedtechnologicalenvironmentmakesthejobsthatsupportstaffperformmucheasier.Anantiquatedandunreliabletechnologicalenvironmentcreatesredundancy,drudgery,anddoesnotmaximizetheskillsofsupportstaff.

ThisplanmakesitveryevidentthatCabrilloCollegeiscommittedtobothrecognizingourcurrenttechnologicalchallenges,andaddressingtheminarealisticmanner.IwasnotsurprisedtohearofourITstaffshortageswhenwearecomparedtoothercomparablecommunitycolleges,butremainhopefulthat,nowthatthescopeoftheproblemhasbeenidentified,thatwecanmoveforwardinbeginningtoaddresstheissuesofbothstaffingandinfrastructureinasystematicfashion.

Onbehalfoftheclassifiedstaff,IwouldalsoliketothankAssociateVicePresidentBobOwenforthewayinwhichthisplanwascompiled.Itdemonstratesacommitmenttosharedgovernancethattheentirecollegecanbeproudof.

Thisplanrepresentsthehardworkofsome75Cabrilloemployeesoverasevenmonthperiod.Allemployeegroupsandstudentscontributedtothecreationofthisplan.

Cabrillocanberightfullyproudofitstechnologyheritage.Asnotedintheplan,someaspectsofthetechnologyenvironmentatCabrilloneedupdating,butthisinnowaydetractsfromtheexemplaryeffortsofCabrillo’sfaculty,staff,andadministrationtoutilizetechnologytoimproveinstructionaldeliveryintheclassroom,andtoprovidestreamlinedservicesandsupporttoourstudentsandtoouremployeeswhosupportourcollege.

ExecutiveSummary

Cabrillo’stechnologysystemshaveservedthecollegewellovermany,manyyears.Thecollege’sfaculty,classifiedpersonnel,managers,andtheInformationTechnology(IT)Departmentstaffhaveemployedamyriadofinnovativetechniquesandsolutionsthathaveprovidedaconsistentlyhighqualityoftechnologyservicesforstudents,faculty,andstaff.Theyhavemadethebestandfullestuseofthetechnologiesthathavebeenavailabletothem.

Overthelasttenyears,thetransitionoftheUnitedStateseconomy,andCalifornia’seconomyinparticular,fromanindustrial-andservice-basedeconomytoaninformation-andknowledge-basedeconomy,hasincreasedthedemandfor,andcreatedtheexpectationof,appropriateprogrammaticandtechnologyresponsesfromthenation’sinstitutionsofhighereducation.

Thistransition,combinedwiththeexplosivegrowthofdigitalmediaandonlinetechnologies,hasplacedenormousstressonthetechnologysystemsthatservicethenation’scollegesanduniversities.Cabrillohasnotbeenimmunetothis.Infact,attheverytimethatdemandfortechnologysupportandserviceshasexploded,thebudgetrealitiesofCalifornia’scommunitycollegeshaveprecludedtheabilitytoadequatelymaintainexistingtechnologysystemsandinfrastructure,andalsoemployadequatestafftoprovidetechnologysupportandservices.

Thereislittledoubtthatstudentsandinstructorswillcontinuetodemandeverincreasinglevelsoftechnologysupportandservices.Students,especiallythoseintheGenX(born1961–1981),andtheMillennial(born1981–200?)generations,expecttoengagetechnologysystemsthatareinteractive,real-time,authentic,intuitive,andalwaysavailable.Theirexpectationsoftechnologycanbesummarizedbythreewords:on-time,real-time,andallthetime.Inaveryrealsense,thecollege’swebpresence–supportedbythecollege’stechnologyinfrastructure–isthefrontdoortotheworld.Studentswillshopforcollegesontheweb,andbasetheircollegeenrollmentdecisionsontheirexperiencesinengagingacollege’swebpresenceandunderlyingtechnologies.

Thegrowingdemandfortechnologyandrelatedsupportservicesisreflectedinthecollege’sAccreditationSelf-StudyReport.Sevenoftheelevenstandardsinthereportreferencetechnology,asnotedbelow:

PlanforStandard1B,InstitutionalEffectiveness:

RevisetheFacilities,Watsonville,andTechnologyPlanstomoreclearlycoherewiththeCollegeMasterPlan.

PlanforStandard2A,Instruction:

ImplementCurricuNet(thenewlypurchasedcurriculumdevelopmentandmanagementprogram)tomoreadequatelyaddresstheneedsofthecurriculumprocess.

Implementtechnologicalinnovationsthatwillassistinstructionaldivisionsinmeetingthechallengesofcourseschedulingandenrollmentmanagement.

PlanforStandard2B,StudentSupportServices:

Communication:thecollegewilldevelopandimplementaplantobetteradvertiseandexplaintherangeofstudentservicestostudents,faculty,andstaff.Thisplanwillspecificallyaddress:studentextra-curricularopportunities;regularupdatesanddistributionofpolicybooksandcollegepublications;improvedstorageandsecurityofstudentrecords;improvedcommunicationregardingprogramreview,assessmentprocesses,andbudgetingwithintheStudentServicesprograms;andimprovedcommunicationamongallcollegecomponents,particularlyaboutchangesthatimpactotherservices.

EqualAccess:thecollegewillcontinuetoexpandtheservicesandinformationavailabletostudentsviatheInternet.ThecollegewillenactpoliciestoensurethatallmembersofCabrillo’sdiversecommunityhaveaccesstothecollege’sstudentservices.

PlanforStandard3A,HumanResources:

ImproveawarenessofavailableHRresourcesforaccessingHRpolicies,procedures,andotherinformationrelatedtopersonnelissues,includingtheirupdatedwebsite

PlanforStandard3B,PhysicalResources:

Enhancesecuritybyimprovingthealarmandkeydistributionsystems(thecollege’salarmsystemsusetheexistingcollegenetwork).

Standard3C,TechnologicalResources:

Developacollege-wideprocessforrequestingtechnologyfunding,recognizingthespecializedneedsofindividualdepartmentsandprograms.

Addressconcernsabouttheadequacyofstaffandfacultytrainingintechnology,includingDatatel.

Createacollege-widetechnologymaintenanceandreplacementplanforallprograms,bothinstructionalandnon-instructional.

Addresstechnologystaffingneedsthroughthehiringpriorityprocess.

Developaplantoimprovethecollegewebsite,tokeepitmorecurrent,andtomakesurethatfacultyandstaffarefamiliarizedwithitsusefulnessasaresource

Cabrillo’sTechnologyPlanhastwogoals:

Completeandfulldisclosureofthecollege’sexistingtechnologyenvironment;and

Clearandaccuratedescriptionsofthealternativesavailabletomeetanydeficienciesthatmaybepresent.

Thisplanmakesanumberofrecommendations,themostsalientofwhicharediscussedinthisExecutiveSummary.Byfar,thetwomostpressingtechnologyissuesfacingthecollegeinvolveinfrastructureandstaffing,andarediscussedbelow.Followingthesesections,theothermajortechnologyissuesinthisplanarebrieflyaddressed.

Infrastructure

Thecollege’sexistingtechnologyinfrastructureisfragile,support-intensive,andoutdated.

TheSiemen’stelephonesystemis12yearsold;itisnotcoveredunderaserviceagreement,replacementpartsarenolongerbeingmanufactured,thevoicemailsystemisatcapacity,andstaffcannoteasilyadministerthetelephonesystemorfacilitatemovesofpersonnelfromoneofficetoanother.Ifthesystemshouldexperiencecatastrophicfailure,thecollegemostlikelywillbewithouttelephonesforapproximatelysixtoeightweekswhilecollegestaffinitiateanemergencyprocurementprocesstoprocureandinstallanewtelephonesystem,atacostthatwillbesignificantlymorethanthecostofasystemprocuredundernormalcircumstances.

Thenetwork’stwoCiscocoreswitches–thekeypiecesofthecollege’snetwork–areeightyearsold,andbeyondend-of-life.ThismeansthattheyaresooldthatCiscowon’tprovidesupportforthem,evenonafeebasis.Theyarenotcoveredunderanyserviceagreements,theiroperatingsystemsusealanguagethatisextinct,andtheydonotsupportmodernnetworkingprotocols.

Ifthecoreswitchlocatedontheupperhalfofthecampusfails,thatpartofthecampuswillloseallconnectivitytothenetwork.Ifthecoreswitchlocatedonthebottomhalfofthecampusfails,thecollegewillloseallconnectivityfortheentirecampus.Failureofacoreswitchmeanslossofwidespreadaccesstomission-criticalsystems,includingthestudentsystem(grades,schedules,transcripts,financialaid,registration,etc.),thebusinesssystem(thecollege’sbooks,payroll,etc.),andthehumanresourcessystem(basicemployeedata).

Intheeventofafailure,thecollege’sexistingplancallsfortakinganextraend-of-lifecoreswitchidenticaltotheonethatfailed,andtryingtoprogramandconfigureit(usinganextinctlanguageforwhichnosupportisavailable)sothatitwillwork.Mostlikely,intheeventoffailureofthecoreswitches,thecollegewillneedtoinitiateanemergencyprocurementprocesstopurchaseandimplementnewcoreswitches,aprocessthat,asnotedearlier,islikelytotakefourtosixweeks,atacostthatwillbesignificantlymorethanasystemprocuredundernormalcircumstances.

Overhalfofthecollege’snetworkserversareoverfouryearsold,andnotcoveredbyanyserviceagreements.

Overhalfofthecollege’sphysicalnetworkwiringclosetsareinpoorcondition,andhalfofthecollege’sphysicalnetworkwiringisnotlabeledandisnotrepresentedonanyhardcopyorelectronicplans.

Theexistingnetworkdesign,whileprovidingthevehiclethathasallowedcollege’sinfrastructuretosustaintheservicelevelthatcurrentlyexists,precludesfurthergrowthorexpansion.

GivenanenvironmentofincreasingdemandsforsupportandservicesfromtheInstructionalServices,StudentServices,andBusinessServicesDepartments,andtheincreasingexpectationfromthecollege’sstudentbodythattheinfrastructurewillbeabletosupportaccesstoneededsystemsona24x7x365basis,Cabrilloneedstoimplementaninfrastructuredesignandprocurenewnetworkcomponentsthatincreaseaccesstoservices,minimizestaffsupportrequirements,andprovidethecapabilityforeasyandlow-costexpansion.

Consequently,thisplanrecommendstheprocurementandimplementationofaCiscoinfrastructurethatsupportsVoice-over-IP(Voice-over-IPallowsthecollegetoutilizeitsdatanetworktocarryvoicetrafficaswell).Suchasolutionwouldprovide:newequipmentthatwillaccommodatetheincreaseddemandsthatourstudentsandfacultywillplaceonthenetwork;increasednetworkanddatasecurityandreliability;asystemthatisscalable,flexibleandthatstaffcaneasilymanage;thecapacitytodelivervideooverthenetwork;theabilitytoimplementwirelessnetworkingthroughoutthecampus;andtheabilitytoprovidetelephonyoverthenetwork.

Regardinginfrastructure,thisplanrecommendsthefollowing:

Replacetheexistingdataandtelephonysystemswithasingle,integratedCISCOsolutionprovidingVoice-over-IP,wirelessnetworkaccess,and24x7x365access(cost:$2,031,463).

RedesigntheexistingAptosnetworksothatitissegmented(cost:$50,000).Thisitemisnotneededifthevoiceanddatasolutioninthefirstbulletisimplemented.

Toascertainthelevelofstaffingforthecollege’sITDepartment,asurveywasdistributedto20comparablesimilarsizesingle-campussisterinstitutionsinMarch2007.17collegesrespondedtothesurvey,representingan85%responserate.
