1.0.1Thecodeisformulatedinordertostandardizetheworkcontentsandmethodsandtounifythe
technicalrequirementsforenvironmentalimpactassessmentofhydropowerprojects.

expandedhydropowerprojects.
1.0.3Theenvironmentalimpactassessmentofsmallhydropowerprojectscanbesimplifiedaccording
tothecode.
1.0.4Theenvironmentalimpactassessmentofhydropowerprojectsshallcarryoutthepolicyoftaking
allfactorsintoconsideration,adjustingmeasurestolocalconditionsandefficiency,conformtothe

aquaticecosystem,terrestrialecosystem,etc.,andtheimpactsonenvironmentalsensitivetargets.
Monographicstudiesshallbeconductedonanypossiblesignificantenvironmentalimpacts,andmajor
environmentalconstraints.
1.0.6Theenvironmentalimpactassessmentofhydropowerprojectsshallcomplywiththecurrent
sectorstandardHJ2.1,TechnicalGuidelineforEnvironmentalImpactAssessmentofConstruction
Project—GeneralProgrammeandHJ/T88,CodeforEnvironmentalImpactAssessmentofWater
ConservancyandHydropowerProject.Specifically,thecontentsandrequirementsofthe
environmentalimpactassessmentinclude:
1Collectingrelevantdata,andinvestigatingthecurrentenvironmentalstatusofthepossible
affectedareasoftheproject.
2Identifyingenvironmentalimpactfactors,definingenvironmentalprotectiontargetsand
screeningevaluationfactors.
3Definingassessmentclassificationandrange.
4Performingenvironmentalrationalityanalysisoftheprojectgineeringscheme.
5Forecastingandassessingthepossibleenvironmentalimpactsoftherecommended
engineeringscheme.
6Proposingtheenvironmentalprotectionmeasuresandenvironmentalmonitoringplans,and
performingcost-benefitanalysisofenvironmentalimpacts.
7Drawingtheenvironmentalimpactassessmentconclusion,andpreparingenvironmental

1.0.7Theenvironmentalimpactassessmentofre-constructedandexpandedprojectsshallforecastand
assessthepossiblecumulatedimpactsofre-constructionandexpansionontheenvironmentonthe
basisoftheretrospectiveassessmentoftheenvironmentalimpactsoftheoriginalprojects,and
proposethecontrolmeasuresfortheoriginalenvironmentalpollutionandecologicaldamagerelated
totheprojects.
Intheenvironmentalimpactassessmentofre-constructedandexpandedprojects,thepossible
cumulatedimpactsofre-constructionandexpansionontheenvironmentshallbeforecastedand
evaluatedonthebasisoftheretrospectiveassessmentoftheenvironmentalimpactoftheoriginal
projects,andthecountermeasurestocontroltheoriginalenvironmentalpollutionandecological
damagerelatedtotheprojectsshallbeputforward.
1.0.8Theimplementationofenvironmentalprotectionoftheprojectsthathavecompletedsuchworks
as"threesuppliesandoneleveling"worksshallbeinvestigated.Theinvestigationshallmainlycover:
designchangesofprojectschemesandtheenvironmentalrationality,theactualenvironmentalimpact
ofprojectconstruction,andtheimplementationandeffectivenessofthe"Three-Simultaneity"system
forenvironmentalprotectionmeasures.
1.0.9Inadditiontothiscode,theenvironmentalimpactassessmentofhydropowerprojectsshallalso
complywiththecurrentrelevantstandardsofChina.

2.0.1environmentalimpactofhydropowerproject
environmentalimpactofconstruction,operation,andresettlementofhydropowercomplex,etc.,
includingdirectandindirectimpacts,positiveandnegativeimpacts,aswellasreversibleand
irreversibleimpacts.
2.0.2environmentalsensitivetarget
variousnaturalandculturalpreservationsites,ecologicalsensitiveareas,areasofsocialconcern,
protectedspeciesandtheirimportanthabitats,intakes,centralresidentialareas,etc.
2.0.3environmentalprotectionobjective
environmentalquality,ecologicalfunctions,protectionrequirementsforenvironmentalsensitive
targetsandotherrequirementsrelatedtoenvironmentalprotectionthatshallbemaintainedduringthe
constructionandoperationofhydropowerprojects.
2.0.4cumulativeimpact
cumulationandconsequencesoftemporalandspatialimpactsonhydrologicalregime,water

thereachdownstreamofthedamsitewherethedischargereducesduetowaterdiversionandpower
generationinahydropowerproject,usuallybetweenthedamsiteandthetailwaterofthehydropower

microregionalclimateinthereservoirareaofthehydropowerprojectaffectedbytheunderlying
surfaceandthechangeofwaterandheattransportconditions,withthecharacteristicelementsmainly
includingtemperatureandhumidity,etc.
2.0.8drawdownarea
areasalongthebankofthereservoirinundationareathatisexposedduetoperiodicfluctuationsinthe
operatingwaterlevelofthereservoir.
2.0.9ecologicaloperatingscheme
operationmodesofhydropowerprojectandreservoirinordertosuchasdischargeregulationand
sedimentregulationadoptedtomeettherequirementsofecologicalwaterdemand,environmental
waterdemand,estuarysalinitycontrol,sedimenttransportation,etc.,soastomaintaintheecological
environmentfunction,improvetheecologicalenvironmentqualityandexploittheecological
environmentbenefits.

3AssessmentClassificationandRange
3.1GeneralRequirements
3.1.1Inordertomakeenvironmentalimpactassessmentofhydropowerprojects,theassessmentshall
beclassifiedbyenvironmentalelementsaccordingtotheprojectcharacteristics,environmental
characteristicsoftheprojectareaandenvironmentalsensitivity,andtheinvestigationandassessment
shallbecarriedoutaccordingtothedepthrequirementsofthecorrespondingclass.
3.1.2Inordertomakeenvironmentalimpactassessmentofhydropowerprojects,theassessmentrange
ofeachenvironmentalelementshallbedeterminedaccordingtotheprojectcharacteristics,degreeof
impact,distributionofenvironmentalsensitivetargetsandthecoordinationamongtheimpactofeach
relevantenvironmentalelement.Themapsofassessmentrangeshallbedrawnwiththenational
standardcoordinatesystem.
3.2HydrologicalRegime
3.2.1HydrologicalregimeassessmentclassshallbedeterminedasperTable3.2.1accordingtothe
affectedriverscaleandthereservoirregulationperformance.

3.2.2Thehydrologicalregimeassessmentclassshallbeincreasedbyoneclassifthehydropower
projectisunderthefollowingcircumstances:
1Wherethewaterintheriverchannelisreducedduetodiversiontypeormixedtype
developmentofthehydropowerproject.
2Wheretherearereservoirsoftheyearlyandaboveregulationperformanceupstreamofthe
reservoirwithseasonalregulationperformance,resultingincumulatedimpactsonthe
hydrologicalregime.

3Wherethehydropowerprojectaffectsthetidalreachofalargeriver,andresultsinimpacts
ofsaltwaterintrusion.
4Wheretheassessedwaterareainvolvesenvironmentalsensitiveareas.
3.2.3Thehydrologicalregimeassessmentrangeshallincludethereachesofthemainstreamand
tributariesinthereservoirareaaffectedbytheproject,reachesdownstreamofthedam,andreaches
protectedasfishhabitats.Amongthem,theassessmentrangeofthereachesdownstreamofthedam
shallbedeterminedaccordingtothereservoirregulationperformance,convergingofdownstream
tributaries,constructionandoperationofhydropowerproject,anddistributionofenvironmental
sensitiveobjects.
3.3WaterTemperature
3.3.1WatertemperatureassessmentclassshallbedeterminedasperTable3.3.1accordingtothewater
temperaturesensitivityoftheaffectedriverandthereservoirwatertemperaturedistributionpattern.
Thereservoirwatertemperaturedistributionpatternshallbedeterminedaccordingtothecurrent
sectorstandardNB/T35094,CodeforWaterTemperatureCalculationofHydropowerProjects.

3.4SurfaceWaterQuality
3.4.1SurfacewaterqualityassessmentclassshallbedeterminedasperTable3.4.1accordingtothe
pollutionloadlevelofthereachesandthereservoirregulationperformance.
