IamprofoundlygratefultotheKoreanpeopleforentrustingthishistoricmissiontome.IalsothankPresidentLeeMyung-bak,formerPresidents,dignitarieswhohavecomefromabroadtocelebratethisoccasion,andotherdistinguishedguestsfortheirpresence.

AsPresidentoftheRepublicofKorea,Iwillliveuptothewillofthepeoplebyachievingeconomicrejuvenation,thehappinessofthepeople,andtheflourishingofourculture.

IwilldomyutmosttobuildingaRepublicofKoreathatisprosperousandwherehappinessisfeltbyallKoreans.

Thismiraclewasonlypossibleduetotheoutstandingcaliberofourpeopleandtheirunstintingdevotiontobothfamilyandcountry.

Today,weareconfrontedanewwithaglobaleconomiccrisisandoutstandingsecuritychallengessuchasNorthKorea’snuclearthreat.

Atthesametime,capitalismconfrontsnewchallengesintheaftermathoftheglobalfinancialcrisis.Thetaskswefacetodayareunlikeanywehaveconfrontedbefore.Andtheycanonlybeovercomebychartinganewpathwaybyourselves.

Forginganewpathisseldomaneasytask.

ButIhavefaithintheKoreanpeople.

Ibelieveintheirresilienceandthepotentialofourdynamicnation.

Today,Iwouldliketoproposeanewwayforwardfosteredonamutuallyreinforcingcycleofnationaladvancementandthehappinessofourpeople.

Thenewadministrationwillusherinaneweraofhopepremisedonarevitalizingeconomy,thehappinessofourpeople,andtheblossomingofourculture.

Tobeginwith,economicrevitalizationisgoingtobepropelledbyacreativeeconomyandeconomicdemocratization.

Acrosstheworld,wearewitnessinganeconomicparadigmshift.

Acreativeeconomyisdefinedbytheconvergenceofscienceandtechnologywithindustry,thefusionofculturewithindustry,andtheblossomingofcreativityintheverybordersthatwereoncepermeatedbybarriers.

Itisaboutgoingbeyondtherudimentaryexpansionofexistingmarkets,andcreatingnewmarketsandnewjobsbybuildingonthebedrockofconvergence.

AttheveryheartofacreativeeconomyliesciencetechnologyandtheITindustry,areasthatIhaveearmarkedaskeypriorities.

Iwillraiseourscienceandtechnologytoworld-classlevels.Andacreativeeconomywillbebroughttofruitionbyapplyingtheresultsofsuchendeavorsacrosstheboard.

Thenewadministration’sMinistryofFuturePlanningandSciencewillbetaskedtoleadtheemergenceofacreativeeconomyintandemwiththisnewparadigm.

Peoplearethenucleusofacreativeeconomy.Weliveinanagewhereasingleindividualcanraisethevalueofanentirenationandevenhelpinrescuingtheeconomy.

NewopportunitiestoservetheircountrywillbeopenedtonumeroustalentedKoreansthrivingacrosstheglobalvillage.Andtothosewhoareequallyenabledatthehomefront,effortswillbeenhancedtoallowthemtobecomeconvergenceleadersimbuedwithcreativityandpassionaspillarsofafutureKorea.

Inorderforacreativeeconomytotrulyblossom,economicdemocratizationmustbeachieved.

Ibelievestronglythatonlywhenafairmarketisfirmlyinplace,caneveryonedreamofabetterfutureandworktotheirfullestpotential.

Oneofmycriticaleconomicgoalsistoensurethatanyonethatworkshardcanstandontheirowntwofeetandwhere,throughthesupportofpoliciesdesignedtostrengthensmallandmedium-sizedenterprises,suchbusinessescanprosperalongsidelargecompanies.

Byrootingoutvariousunfairpracticesandrectifyingthemisguidedhabitsofthepastwhichhavefrustratedsmallbusinessownersandsmallandmedium-sizedenterprises,wewillprovideactivesupporttoensurethateveryonecanliveuptotheirfullestpotential,regardlessofwheretheyworkorwhattheydoforaliving.

Itispreciselywhenthemajorplayersinoureconomycometogetherasoneandpooltheirstrengthsthatwecanbringhappinesstothepeopleandenhanceournation’scompetitiveness.

ItisonthisfoundationthatIwillbreathenewenergyintooureconomyandrealizea“SecondMiracleontheHanRiver”thatculminatesinthehappinessoftheKoreanpeople.

Nomatterhowmuchthecountryadvances,suchgainswouldbemeaninglessifthelivesofthepeopleremainedinsecure.

Agenuineeraofhappinessisonlypossiblewhenwearen’tcloudedbytheuncertaintiesofagingandwhenbearingandraisingchildrenistrulyconsideredablessing.

Nocitizenshouldbelefttofearthatheorshemightnotbeabletomeetthebasicrequirementsoflife.

Anewparadigmoftailoredwelfarewillfreecitizensfromanxietiesandallowthemtoprosperintheirownprofessions,maximizetheirpotentials,andalsocontributetothenation’sdevelopment.

Ibelievethatenablingpeopletofulfilltheirdreamsandopeninganeweraofhopebeginswitheducation.

Weneedtoprovideactivesupportsothateducationbringsoutthebestofanindividual’slatentabilitiesandweneedtoestablishanewsystemthatfostersnationaldevelopmentthroughthesteppingstonesofeachindividual’scapabilities.

Thereisasayingthatsomeoneyouknowisnotasgoodassomeoneyoulike,andsomeoneyoulikeisnotasgoodassomeoneyouenjoybeingwith.

Thedayoftruehappinesswillonlycomewhenanincreasingnumberofpeopleareabletoenjoywhattheylearn,andlovewhattheydo.

Themostimportantassetforanycountryisitspeople.

Thefutureholdslittlepromisewhenindividualabilityisstifledandwhentheonlynameofthegameisrigidcompetitionthatsmotherscreativity.

Eversincechildhood,Ihaveheldtheconvictionthatharnessingthepotentialofeverystudentwillbetheforcethatpropelsanationforward.

Oureducationalsystemwillbeimprovedsothatstudentscandiscovertheirtalentsandstrengths,fulfilltheirpreciousdreamsandarejudgedonthatbases.Thiswillenablethemtomakethebestuseoftheirtalentuponenteringsociety.

Thereisnoplaceforanindividual’sdreams,talentsorhopesinasocietywhereeverythingisdeterminedbyone’sacademicbackgroundandlistofcredentials.

Wewilltransformoursocietyfromonethatstressesacademiccredentialstoonethatismerit-basedsothateachindividual’sdreamsandflaircanbearfruit.

Itgoeswithoutsayingthatprotectingthelivesandensuringthesafetyofthepeopleisacriticalelementofahappynation.

Acrosstheworld,the“KoreanWave”iswelcomedwithgreataffectionthatnotonlytriggershappinessandjoybutonethatinstillsabidingprideinallKoreans.

ThisisaresultofafoundationcreatedbytheconvergenceofbothtangibleandintangibleheritagesoffivethousandyearsofKorea’sculturalsplendoraswellasourspiritualethos.

NorthKorea’srecentnucleartestisachallengetothesurvivalandfutureoftheKoreanpeople,andthereshouldbenomistakethatthebiggestvictimwillbenoneotherthanNorthKoreaitself.

IurgeNorthKoreatoabandonitsnuclearambitionswithoutdelayandembarkonthepathtopeaceandshareddevelopment.

ItismysincerehopethatNorthKoreacanprogresstogetherasaresponsiblememberoftheinternationalcommunityinsteadofwastingitsresourcesonnuclearandmissiledevelopmentandcontinuingtoturnitsbacktotheworldinself-imposedisolation.

Iwillmoveforwardstep-by-steponthebasisofcredibledeterrencetobuildtrustbetweentheSouthandtheNorth.

Trustcanbebuiltthroughdialogueandbyhonoringpromisesthathavealreadybeenmade.ItismyhopethatNorthKoreawillabidebyinternationalnormsandmaketherightchoicesothatthetrust-buildingprocessontheKoreanPeninsulacanmoveforward.
