Butarewereallypreparedtoprotectpeople,aswellastheirhomesand
businesses?Everymajorurbanareahasreceivedfederalfunding,muchofit
fromtheDepartmentofHomelandSecurity(DHS),inordertomaketheir
citiesmoresecure.Buttherearenosetcriteriaformeasuringpreparedness
(thefedsareworkingonthat),andthequalityofdisasterplansvarieswidely
throughoutthecountry.

focusingonkeysecurityindicators.Weanalyzedpublicdata,consultedwith
federalandlocalemergencyworkers,andcontactedthemayors'officesto
