3.8
million
students

US
schools

native
Spanish
speakers

not
good
at

They
makeup
a
large
part

about
five
million
students
nationwide
identified

English
language

English

fastest-growing
population

schools

the
lowest-performing,
as
judged
by
achievement
testsandgraduation

Sixty-seven
percent
of
students
with
limited
English
skills
graduated
from
high
school
afterfour
years

84%

experts
recommend
how
to
improve
the
situation:
more
high-quality,
long-term
bilingual
programscan
close

achievement
gap
between
English
learners
and
native
English
speakers

five
to
six

can

include
a
debate
over

best

teach
