1.0Purpose目的

ThepurposeofthisStandardistoensurethathotworkisperformedinasafeandcontrolled

manner.Thisdocumentoutlinestheroles,responsibilities,andproceduresforperforming

hotworksafely.Itprovidesthenecessaryinformationtofullyunderstandhotworkhazards

andtheprocedurestoensuretheworkisperformedinasafeandcontrolledmanner.

本標(biāo)準(zhǔn)的目的是確保以安全和受控的方式開(kāi)展熱工作業(yè)。本文件概要說(shuō)明安全開(kāi)展熱工作業(yè)的

崗位、職貢、以及程序。提供必要的信息，幫助人們完全了解熱工作業(yè)的危險(xiǎn)和相關(guān)程序，以

確保作業(yè)以安全和受控的方式進(jìn)行。

2.0Scope范圍

ThisHotWorkSafetyStandardcoversworkperformedbyUBRemployeesandtheir

delegatesandcontractorsandtheirsubcontractorswithinUBRprojectboundaries.

該熱工作業(yè)標(biāo)準(zhǔn)對(duì)在UBR人員和其指派人員、承包商及其分包商在UBR項(xiàng)目界內(nèi)作業(yè)有

效。

TheapplicationoftheHotWorkPermitforGreenFieldsites(beforecommissioningbegins)

maybewaivedifapprovedinwritingbytheProjectDirectorwhoownstheProjectPackage.

Beforeapprovingawaiver,considerationshallbegiventowhatalternatemanagement

systemwillbeusedtocontrolhotworkactivitiesinthearea.

對(duì)于綠野區(qū)域(試運(yùn)行開(kāi)始前)內(nèi)的熱工作業(yè)許可證的使用，除非該合同包項(xiàng)目總監(jiān)書面批準(zhǔn)

可以不使用熱工作業(yè)證，否則要使用該作業(yè)證。在批準(zhǔn)放棄使用熱工作業(yè)許可證前，要考慮到

要使用何種替代管理系統(tǒng)對(duì)區(qū)域內(nèi)的熱工作業(yè)進(jìn)行控制。

OnlythosepersonswhohaveundergoneUBRPermittcWorktrainingareeligibletosign

只有接受過(guò)UBR工作許可培訓(xùn)的人員方可簽署作業(yè)許可證和作業(yè)證，簽字涉及的人員有UBR

施工代表、UBREHS代表和第三方監(jiān)理。

3.0TermsandDefinitions術(shù)語(yǔ)和定義

HotWork-Anyworkactivitiesthatintroduceapotentialignitionsourceofanykind

tothejobsite.Openflamesourcesinclude,butarenotlimitedto,activitiessuchas

welding,cutting,brazing,burningandgrit-blasting.Closedflamesourcesmay

includebattery-operatedpersonalelectronicdevices,andportableinternal

combustionengines(thosethatarenotaproperlydesignedandpermanently

installedpartofthefacility).Drivingvehiclesintoaclassifiedhazardousarea,for

example,tankimpoundingbasins,isanothersourceofclosedflameignition.

ContinuousGasTesting-Aprocess,wherebygaseswhichmaybepresentor

whichmaybegeneratedduringworkarecontinuouslymonitored.Continuousgas

testingisnormallyrequiredwherethereisahighlikelihoodofchanginggas

concentrationsand/orthereisahighrisktoworkersifthegasconcentrationchanges

unexpectedly.

TheUBRPD/PMhastheoverallresponsibilityforthisprocedureandisresponsible

forsupportingitandforensuringthatallentitiesatthejobsiteactivelyparticipate.

UBR項(xiàng)目總監(jiān)/項(xiàng)Fl經(jīng)理對(duì)該程序全面負(fù)責(zé)，確保項(xiàng)目現(xiàn)場(chǎng)所有單位積極參與其中。

ThePD/PMisresponsibleforprovidingthepersonnel,facilities,andotherresources

necessarytoeffectivelyimplementthisprocedure.

項(xiàng)目總監(jiān)/項(xiàng)目經(jīng)理負(fù)責(zé)提供人員、設(shè)施及其它必要資源以有效執(zhí)行該程序。

4.2UBREHSManager/UBREHS經(jīng)理

TheUBREHSManager,inconjunctionwiththeUBRPD,isresponsiblefor

implementingandadministeringthisprocedure.

Functionasanadjudicatoronanyissuesfromtheimplementationofthisprocedure.

4.7Fire-Watcher監(jiān)火員

5.1HotWorkActivities熱工作業(yè)

a)ThisStandardshallbeusedforallhotworkactivities,whichmayinclude-

5.2GeneralHazardousAreas危險(xiǎn)區(qū)域

a)Ahazardousareaisalocation,building,orpartsthereof,inwhichafireor

explosionhazardispresent,orispotentiallypresent.

危險(xiǎn)區(qū)系指存在火災(zāi)或爆炸危險(xiǎn)或隱患的一個(gè)地點(diǎn)、一座建筑或其中的一個(gè)部分。

b)Aprocessshallbeinplacetodesignatehazardousareas,wherethereisthe

probabilityofflammablevapors,gasesanddusts.TheProjectDirector(PD),with

theagreementoftheEHSManager,maydecidethatthisstandarddoesnot

applyinnon-hazardousareas.

應(yīng)制定適當(dāng)?shù)某绦?，劃分可能存在易燃蒸汽、氣體和粉塵的危險(xiǎn)區(qū)。在征得項(xiàng)FI總

c)TheProjectDirector,afterconsultationwiththeEHSManager,mayexempt

certainequipmentfromcompliance.Suchequipmentmayinclude:

e)Whenconcentrationsofanyflammablesubstancearebetweenitslower

explosivelimit(LEL)andupperexplosivelimit(UEL),ignitioncanbetriggeredby

asparkofsufficientenergy,providingthevaporisaboveitsflashpoint

temperature.Flashpointsforflammableliquidsarebelow60℃.Combustible

liquidshaveflashpointsabove60℃.

5.3ChangeinCondition情況改變

a)Theprocessshallrequiretheregularreviewofthehazardousareaclassification,

particularlywiththecommencementofcommissioningactivities.

程序應(yīng)規(guī)定對(duì)危險(xiǎn)區(qū)劃分進(jìn)行定期審核，特別是在試車開(kāi)始之前。

b)Onceaworksitehasbeenclassifiedascontainingahazardousarea,this

standardshallbeimplemented.

c)Hotworkpermitsissuedforworkwithinahazardousareashallremainvalidfor

5.4AssessmentofHazards危險(xiǎn)評(píng)估

ThepersonissuingthePermitshallassessallhazardsthatmightaffectthework.

Thesemayinclude-

作業(yè)許可證的簽發(fā)人員應(yīng)評(píng)估對(duì)作業(yè)活動(dòng)可能產(chǎn)生影響的一切危害，其中包括-

a)Presenceofflammableliquids,gasesandvapors;

易燃液體、氣體和蒸汽的存在：

b)Presenceofcombustibledusts;

可燃粉塵的存在；

c)Otherworkoccurringinorneartasksite;

作業(yè)現(xiàn)場(chǎng)內(nèi)或附近執(zhí)行的其他作業(yè)；

d)Changesinweather;

天氣變化；

e)Changesinoperationalconditions;

操作條件變化；

f)Lowpointsintheworkareawhereflammablematerialsmayaccumulate;

可能積聚易燃材料的較低處；以及

g)Sourcesofleaks.

5.5IssueofPermit發(fā)放許可證

a)Ahotworkpermitshallbeissuedforallhotworkexecutedinadesignated

hazardousarea.

為指定危險(xiǎn)區(qū)內(nèi)的動(dòng)火作業(yè)簽發(fā)作業(yè)許可證。

b)Permitsshallbeissuedbyacompetent,authorizedperson

c)Aregisterofpersonsauthorizedtoissuepermitsshallbemaintained.

allprecautionsrequiredtocommenceworkareinplacepriortotheissueofthe

f)TheHotWorkPermitshallbemaintainedandpostedprominentlyattheworksite

forthedurationofthetasksorshift.Whenverificationofthetasksiscompleted,

thepermitholdershallreturnthepermittothepermitissuer.

5.6.2Thetimeperiodforwhichthepermitisvalid

作業(yè)許可證的有效期

Thisshallnotexceedtheendofthecurrentshift.Permitsshallautomaticallyexpire

intheeventof-

該有效期不得超過(guò)當(dāng)前班次的時(shí)長(zhǎng)。作業(yè)許可證應(yīng)在如下情況下自動(dòng)作廢-

a)Achangeintheworkingenvironmentthatmightimpactonthepermittowork

conditions;

作業(yè)環(huán)境發(fā)生變化，可能對(duì)作業(yè)許可證條件產(chǎn)生影響；

b)Anemergencyincludinganyactivationofthesite/workareaemergencyalarm

system.

緊急情況，可能啟動(dòng)現(xiàn)場(chǎng)/作業(yè)區(qū)緊急報(bào)警系統(tǒng)。

a)Ifworktasksaretocontinue,anewpermitshallbeissued.

如果需要繼續(xù)執(zhí)行作業(yè)活動(dòng)，則應(yīng)簽發(fā)一份新的作業(yè)許可證。

5.7Precautions措施

Thepersonissuingthepermitshalldetailallprecautionsthatshallbetakenin

executingthetasks.Thesemayinclude-

作業(yè)許可證的簽發(fā)人員應(yīng)詳細(xì)規(guī)定作業(yè)活動(dòng)執(zhí)行過(guò)程中所需采取的所有安全保護(hù)措施，

其中可能包括-

a)Useofnon-sparkingtools-consideruseofpneumatictoolsinlieuofelectric;

使用不產(chǎn)生火花的工具-考慮使用氣動(dòng)工具來(lái)代替電動(dòng)工具；

b)Presenceofanfire-watcher;有監(jiān)火員在場(chǎng)：

c)Requirementsfor2-wayradiocommunication;使用雙向無(wú)線對(duì)講機(jī)；

d)Fireextinguishers(inspectionmonthlyandtagging);滅火器(月檢和貼標(biāo))；

e)Foamblanketing;泡沫覆蓋；

f)Purging,flushingandcleaningofvesselsandpiping;

g)Vacuumingofdusts;真空吸塵：

b)Oncompletionofthework,includingclean-upasrequiredthepermitistobe

returnedtothepersonwhoissuedit.Theissuerisresponsibleforassuringthat

allclose-outrequirementshavebeenmet.

在作業(yè)活動(dòng)(包括現(xiàn)場(chǎng)清理)完成之后，作業(yè)許可證應(yīng)返還給作業(yè)許可證簽發(fā)人

5.9Stand-byPersonnel監(jiān)護(hù)人
