1、*縣衛(wèi)生人才培養(yǎng)體系中中醫(yī)藥人才隊伍 建設(shè)情況匯報材料一、基本情況*縣位于*市東北部，行政區(qū)域面積 1883平方公里， 耕地面積2.65萬公頃。轄9鎮(zhèn)5鄉(xiāng)，69個行政村、17個社 區(qū)居委會?？?cè)丝?42.47萬人，其中農(nóng)業(yè)人口 39萬，占總 人口的92%。全縣共有醫(yī)療衛(wèi)生機構(gòu) 26個，其中：縣級醫(yī) 療衛(wèi)生機構(gòu)4個，鄉(xiāng)鎮(zhèn)衛(wèi)生院13個，社區(qū)衛(wèi)生服務(wù)中心 1 個，鄉(xiāng)鎮(zhèn)衛(wèi)生防疫保健站 1個，民辦醫(yī)院2個，個體診所5 個。另有社區(qū)衛(wèi)生服務(wù)站 4個，村級衛(wèi)生室384個。中醫(yī)醫(yī) 療機構(gòu)4個，占15%。目前全縣共有衛(wèi)生人員編制1270人，實有在編人員597人。醫(yī)療衛(wèi)生機構(gòu)（含鄉(xiāng)村醫(yī)生）招聘人 員965人。全縣

2、具有中醫(yī)藥專業(yè)人員 378人，占總?cè)藬?shù)人的 40% o各級醫(yī)療機構(gòu)均設(shè)置有中醫(yī)科室及中醫(yī)?？?。目前， 全縣已形成了縣級醫(yī)療機構(gòu)為龍頭、鄉(xiāng)鎮(zhèn)衛(wèi)生院為樞紐、村 衛(wèi)生站為基礎(chǔ)的三級中醫(yī)醫(yī)療、預(yù)防、保健服務(wù)網(wǎng)絡(luò)，基本 滿足了全縣廣大人民群眾不同層次的中醫(yī)藥需求。二、主要做法及成效自2007年10月以來，始終堅持以科學(xué)發(fā)展觀為指導(dǎo)， 以創(chuàng)建中醫(yī)藥工作先進(jìn)縣為抓手，認(rèn)真貫徹中醫(yī)藥條例，突生中醫(yī)藥重點，落實“中西醫(yī)并重；以點帶面，有效提升了 農(nóng)村中醫(yī)工作的整體水平，進(jìn)一步完善了城鄉(xiāng)中醫(yī)藥服務(wù)體 系；進(jìn)一步提升了中醫(yī)服務(wù)質(zhì)量和水平；進(jìn)一步發(fā)揮了中醫(yī)c aim t cres8 s c taiGa cert ag

4、全網(wǎng)絡(luò)搭建中醫(yī)藥人才作用發(fā)揮平臺?？h、鄉(xiāng)、村醫(yī)療衛(wèi)生服務(wù)體系達(dá)到了 “三化”建設(shè)標(biāo)準(zhǔn)，基本形成“龍頭 領(lǐng)先，樞紐中聯(lián)，網(wǎng)底扎實”的有效格局；全面整合各類項目 資金，加快了農(nóng)村三級中醫(yī)網(wǎng)絡(luò)建設(shè)步伐，目前規(guī)劃新建、 改造的480余平方米的醫(yī)療業(yè)務(wù)用房， 已經(jīng)交付使用近 400 平方米，其中中醫(yī)業(yè)務(wù)用房1000余平方米，購置和維修設(shè)備65臺件，其中各類中醫(yī)藥設(shè)備 200余臺件。鄉(xiāng)鎮(zhèn)衛(wèi)生院 和村衛(wèi)生室均能用中西兩法防病治病，并開展多種形式的預(yù) 防保健工作。我縣中醫(yī)藥服務(wù)能力的顯著提升都?xì)w功于中醫(yī) 創(chuàng)建，為中醫(yī)藥的發(fā)展提供了強有力的軟、硬件支撐。這一 措施為廣大中醫(yī)藥人才發(fā)揮作用搭建了有力的平臺。（二）

19、培養(yǎng)對象所在單位給予相應(yīng)的配套經(jīng)費，調(diào)動中醫(yī)藥人員的參與主動性。從2008 年以來，全縣共投入中醫(yī)人才培養(yǎng)經(jīng)費40 多萬余元。三是教學(xué)保障到位。充分利用各類高等醫(yī)學(xué)院校及各級中醫(yī)醫(yī)院現(xiàn)有的中醫(yī)人才資源，聘請以省市名老中醫(yī)、國家優(yōu)秀中醫(yī)臨床研修人才、副高以上中醫(yī)藥專家為主要授課老師。采取集中時間面授、名師講座、自學(xué)互動等，注重理論與實踐相結(jié)合的教學(xué)方式，以實用性強、易掌握為原則，編寫了切實可行的教學(xué)方案，重點解讀 黃帝內(nèi)經(jīng)、 傷寒論、溫病學(xué)、 金匱要略等四大經(jīng)典。在具體工作中，我們主要從以下三個方面入手：一方面鼓勵已取得執(zhí)業(yè)資格的中醫(yī)藥人員參加函授、脫產(chǎn)等第二學(xué)歷教育。另一方面支持鄉(xiāng)村醫(yī)生參加中

20、醫(yī)藥專業(yè)和衛(wèi)生保健專業(yè)中等學(xué)歷教育，同時要求在職中醫(yī)藥人員積極參加繼續(xù)醫(yī)學(xué)教育。2008 年，我縣與 *醫(yī)藥?？茖W(xué)校聯(lián)合舉辦了鄉(xiāng)村醫(yī)生中醫(yī)中專學(xué)歷培訓(xùn)班，到 2010 年全縣共244 人取得了中醫(yī)中專學(xué)歷。再一方面是開展經(jīng)常性的中醫(yī)繼續(xù)教育。三年來共選派中醫(yī)藥人員到上級醫(yī)學(xué)院校和醫(yī)院進(jìn)修學(xué)習(xí)達(dá)79 人次，舉辦各鄉(xiāng)鎮(zhèn)衛(wèi)生院、社區(qū)衛(wèi)生服務(wù)中心及區(qū)級醫(yī)療衛(wèi)生單位有關(guān)人員業(yè)務(wù)培訓(xùn)50多期，開展了專題講座10多次。截至目前，全縣中 醫(yī)藥人員累計參加學(xué)習(xí) 500多人，接受繼教3082人次，繼 教參與率達(dá)100%。四是基地配套到位。以縣中醫(yī)院為基地，加大教育設(shè)備、 后勤保障的投入，加強中醫(yī)人才培養(yǎng)基地建設(shè)，

21、創(chuàng)造良好的 學(xué)習(xí)、生活環(huán)境。五是強化訓(xùn)練到位。積極開展中醫(yī)藥論文寫作競賽等靈 活多樣的人才發(fā)展活動， 在全縣掀起了 一股愛中醫(yī)、 學(xué)中醫(yī)、 總結(jié)挖掘中醫(yī)的熱潮，增強了中醫(yī)藥人員的自豪感和自信 心。對一些素質(zhì)好、業(yè)務(wù)精、有培養(yǎng)前途的中青年中醫(yī)藥人 才，在時間、經(jīng)費上予以重點傾斜，在工作中給其壓擔(dān)子， 讓其挑大梁，激勵其盡快成才，確保了全縣中醫(yī)藥事業(yè)后繼 有人。截止目前全縣在編人員中醫(yī)藥人員中有中高級職稱46人、初級職稱91人，其中高級職稱 8個，全縣唯一的一名 正高職稱就在縣人民醫(yī)院中醫(yī)科，副主任藥師1個（縣中醫(yī)院），主管中藥師11個，執(zhí)業(yè)中藥師4個；中醫(yī)藥人員占衛(wèi) 生技術(shù)人員的40%。特別是近

32、richconnotationand core ideas,which begansothoroughlyMarxistpositi ons養(yǎng)，創(chuàng)新中醫(yī)藥人才培養(yǎng)途徑和模式，培養(yǎng)一支能夠滿足群眾多層次需求的中醫(yī)藥人才隊伍。我們在工作做到了八個到位：一是名中醫(yī)培育與學(xué)術(shù)經(jīng)驗傳承到位。在前幾年積極培育基層名中醫(yī)的基礎(chǔ)上，2008 年開展新一輪名中醫(yī)的評選與培育工作，共評選出縣級名中醫(yī)12 名，給予一定的獎勵，并配備了24 名學(xué)術(shù)經(jīng)驗繼承人。同時， 專門制訂了*縣名中醫(yī)學(xué)術(shù)經(jīng)驗繼承工作管理意見和培養(yǎng)計劃，簽訂師承學(xué)術(shù)經(jīng)驗繼承協(xié)議書，實行學(xué)術(shù)經(jīng)驗繼承人動態(tài)跟蹤管理。目前，全縣有名中醫(yī)20 人。二是農(nóng)村

33、中醫(yī)骨干培養(yǎng)到位。在 2008 年，根據(jù)*縣農(nóng)村中醫(yī)骨干培養(yǎng)實施方案要求，以培養(yǎng)一支具有一定中醫(yī)基礎(chǔ)理論和臨床經(jīng)驗的農(nóng)村中醫(yī)骨干隊伍為目標(biāo)，采取“集中上課學(xué)理論、分散跟師學(xué)經(jīng)驗”的辦法， 根據(jù)不同的教育培訓(xùn)內(nèi)容和形式，著重培養(yǎng)農(nóng)村急需的中醫(yī)藥技術(shù)骨干和基層適宜人才，取得良好成效。三是鄉(xiāng)村醫(yī)生中醫(yī)藥素質(zhì)提升到位。近兩年來，*縣共對 500 多名鄉(xiāng)村（社區(qū)）醫(yī)生進(jìn)行了全科醫(yī)師崗位培訓(xùn)，把中醫(yī)社區(qū)醫(yī)療與保健等中醫(yī)藥教學(xué)作為主要內(nèi)容強化培訓(xùn)，培訓(xùn)合格率達(dá)到98.3% 。 2008 年起，重點抓好鄉(xiāng)村醫(yī)生中醫(yī)學(xué)歷教育工作，與*醫(yī)藥高等?？茖W(xué)校作聯(lián)姻辦學(xué)，著力加強鄉(xiāng)村醫(yī)生中醫(yī)學(xué)歷教育。三年來全縣通過入學(xué)考

34、試錄取了 260 多名農(nóng)村中醫(yī)學(xué)歷提升對象，截止2010 年底，全縣共有244 人取得中醫(yī)中專學(xué)歷。四是中醫(yī)藥高素質(zhì)人才培養(yǎng)和引進(jìn)到位。通過與浙大邵遺夫醫(yī)院對口導(dǎo)師帶教等途徑，分期分批地培養(yǎng)了一批中醫(yī) 臨床學(xué)科帶頭人，現(xiàn)都成為我縣中醫(yī)臨床工作的中堅力量。 近兩年來采取各種優(yōu)惠政策，大力引進(jìn)高素質(zhì)中醫(yī)藥人才， 通過公開招試聘用中醫(yī)專業(yè)本科生10多名到各醫(yī)療機構(gòu)工作。五是中醫(yī)藥知識普及化培訓(xùn)到位。發(fā)揮市中醫(yī)院和學(xué)會的作用，結(jié)合省級繼教項目，征訂農(nóng)村中醫(yī)藥知識普及化 培訓(xùn)手冊等書籍，涵蓋中醫(yī)基礎(chǔ)理論、中醫(yī)診療技能、中 醫(yī)藥適宜技術(shù)、常見病中醫(yī)診療規(guī)范等內(nèi)容，全面細(xì)致、實 用性強，突生了中醫(yī)藥的特色和

35、優(yōu)勢。兩年來，*縣共舉辦10多期“中醫(yī)藥知普及化培訓(xùn)班”，培訓(xùn)了從事中醫(yī)、中西醫(yī) 結(jié)合臨床工作的專業(yè)人員 800多人次。六是 “中醫(yī)藥進(jìn)課堂”活動開展到位。為了培養(yǎng)廣大中小 學(xué)生熱愛祖國文化、了解中醫(yī)藥的淵博知識，使普及中醫(yī)藥 保健知識從學(xué)生抓起，衛(wèi)生食藥局與教育局，從 2008年第 一學(xué)期開始，通過版報、專題講座、參觀等形式向全縣中小 學(xué)生開展中醫(yī)藥文化教育。根據(jù)不同年齡段學(xué)生的特點設(shè)計 教育計劃、教育內(nèi)容，促進(jìn)中醫(yī)藥文化教育在校園持久深入 地開展。七是中醫(yī)藥人才培養(yǎng)考核到位?？h衛(wèi)生食藥局健全制度，在加強中醫(yī)藥人才培養(yǎng)工作中，由臺了專門考核辦法， 在每年底開展優(yōu)秀單位評選工作，并給予物質(zhì)獎勵
