8、一人全天候連續(xù)值班。 3.1 site evacuation 現(xiàn)場疏散現(xiàn)場疏散 general alarm the expected time of the typhoon strike shall be discussed. emergency procedures will be in place. 在政府有關(guān)部門發(fā)布了二級臺風警報后，btss 安全經(jīng)理通知所有項目經(jīng)理/hse 經(jīng)理和承包商管理人員。要使每個人都清楚的了解臺風的行進路線和風力大小， 并對臺風可能達到的時間密切關(guān)注。應急程序應該落實到位。 c.when typhoon no. 3 is announced by the go

9、vernment organization, site preparation for a typhoon shall be checked thoroughly. btss general manager or his deputy will act as leader of this team, each department, package and contractors shall assign representative to join the team. 當政府部門宣布三級臺風警報時， 全面檢查應對臺風的現(xiàn)場準備措施。btss 總 經(jīng)理或他的副手擔任應急響應小組的領(lǐng)導，各部門、

10、項目組和承包商派代表參 加。 when typhoon no.4 is announced by the government organization, the emergency response team shall order to stop work on site. all persons shall retire from site. emergency precautions for the typhoon shall be checked. 在政府部門發(fā)布四級臺風警報后，應急響應小組要發(fā)布命令，停止現(xiàn)場的一切工 作，所有的人員撤離現(xiàn)場，并且要對應急響應措施進行檢查。 when

11、 typhoon no. 5 is alerted, emergency response team shall be standby. 當五級臺風警報發(fā)布后，應急響應小組要立即進入待命 狀態(tài)。 when “all clear” is issued by government authorities, the emergency response team shall request a check of the site to: 當政府權(quán)威機構(gòu)發(fā)布“警報解除”的消息后，緊急響應小組應對現(xiàn)場進行一次 全面的檢查，以確保： eliminate any remaining unsafe hidde

13、 use after a typhoon. for example all scaffolding structure must be re-inspected, all overhead power supply line are good condition, no damage to cranes etc. 在臺風發(fā)生過后，可能受到臺風嚴重影響的建筑結(jié)構(gòu)，設(shè)備或者水電氣一類的 公用設(shè)施在重新使用前必須進行檢查。例如，必須對所有的腳手架進行檢查， 所 有的架空電纜完好無損，起重設(shè)備沒有受到損害。 3.4.1.3 additional precaution 其它預防措施 a.prepare

15、oon forecasts shall be treated with due urgency and all pro- active measures shall be taken. 臺風可能會帶來嚴重損失，應急響應小組要控制好一些關(guān)鍵區(qū)域。要認真對待臺 風預報并采取所有必要的預防措施。 d.all persons in the contractors camp area shall come to a safe location in the event of an emergency. 一旦出現(xiàn)緊急情況，承包商營地里的所有人員要到某個安全地帶集中。 e.documents shall b

16、e locked in drawers and cabinets. 將各種文件鎖進抽屜或櫥柜。 f.emergency equipment and tools such as generators and pumps shall be prepared and maintained in good conditions in advance. 發(fā)電機和水泵一類的應急設(shè)備和工具都應該預先準備好，并確保處于良好的狀 態(tài)，以便隨時使用。 g.the typhoon will bring heavy rain and flooding and high winds prior, during and

20、 employees of typhoon forecast message. 一旦發(fā)出臺風警報，承包商應急響應小組要立即采取行動，按照臺風應急響應檢查 表（見附件 a）全面檢查他們現(xiàn)場的所有材料&設(shè)備并且通知其員工有關(guān)臺風預報信 息。 in consideration of typhoon effect, the necessary precautions will be taken prior to typhoon land, such as securing all loosen material or unsteady object, cut off power supply, cov

21、ering and locking electrical cabinets in the open, closing doors & window, arrange for personal on duty etc. 考慮到臺風的影響，臺風登陸前要采取必要的預防措施，如固定所有松散的材料和 不穩(wěn)定的物體、關(guān)閉電源、遮蓋并鎖住在露天的電氣盤/柜、關(guān)緊門窗以及安排值班 人員等。 contract emergency team shall be standby after typhoon lands and keep in contact with btss emergency team. in t

22、he event of any hazardous situation, contract shall organize and take further controls to prevent hazardous development. 臺風登陸后，承包商應急響應小組要隨時待命并與 btss 應急響應小組保持聯(lián)系。 萬一發(fā)生危險情況，承包商要組織并采取進一步的控制措施以防止危險情況進一步擴 大。 when the typhoon passed, contractor along with btss hse team must overall inspect project site and

23、 recover all facilities in a safe condition. assess the loss and report to btss hse team. 臺風過去后，承包商會同 btss hse 組要全面檢查項目現(xiàn)場并且將所有設(shè)施恢復 到安全的狀態(tài)。評估損失情況并報告給 btss hse 部門。 3.4.2 earthquake地震 when an earthquake begins, every one should do: 當出現(xiàn)地震這不可抗拒的自然災害時，應做到： ensure the power of all equipments and facility h
