andwiththisastheprimaryobject,ideasoffreedomandself-relianceandresponsibilitywere

neglectedtothepointofdisappearing.Athenswasmoreandmorelookedonasacooperativebusiness

possessedofgreatwealthinwhichallcitizenshadarighttoshare.

Athensreachedthepointwhenthefreedomshereallywantedwasfreedomfromresponsibility.There

couldbeonlyoneresult.Ifmeninsistedonbeingfreefromtheburdenofself-dependenceand

responsibilityforthecommongood,theywouldceasetobefree.Responsibilityisthepriceevery

manmustpayforfreedom.Itistobehadonnootherterms.Athens,theAthensofAncientGreece,

refusedresponsibility;shereachedtheendoffreedomandwasnevertohaveitagain.

But,“theexcellentbecomesthepermanent”,Aristotlesaid.Athenslostfreedomforever,but

freedomwasnotlostforeverfortheworld.AgreatAmerican,JamesMadison,referredto:“The

capacity(能力)ofmankindforself-government.”Nodoubthehadnotanideathathewasspeaking

Greek.Athenswasnotinthefarthestbackgroundofhismind,butoncemanhasagreatandgood
