Inthedevelopingworld,meanwhile,themostimportantfactorsnecessarytolowerpopulationgrowthratesaredemocracyandsocialjustice.Studiesshowthatpopulationgrowthrateshavefallenindevelopingareaswhereseveralsocialconditionsexist.Intheseareas,literacyrateshaveincreasedandwomenreceiveeconomicstatusequaltothatofmen,enablingwomentoholdjobsandownproperty.Inaddition,birthcontrolinformationintheseareasismorewidelyavailable,andwomenarefreetomaketheirownreproductivedecisions.

B.GlobalWarming

Liketheglasspanesinagreenhouse,certaingasesintheEarth'satmospherepermittheSun'sradiationtoheatEarth.Atthesametime,thesegasesretardtheescapeintospaceoftheinfraredenergyradiatedbackoutbyEarth.Thisprocessisreferredtoasthegreenhouseeffect.Thesegases,primarilycarbondioxide,methane,nitrousoxide,andwatervapor,insulateEarth'ssurface,helpingtomaintainwarmtemperatures.Withoutthesegases,Earthwouldbeafrozenplanetwithanaveragetemperatureofabout18℃insteadofacomfortable15℃.Iftheconcentrationofthesegasesrises,theytrapmoreheatwithintheatmosphere,causingworldwidetemperaturestorise.

Coststhatlowwillnotbeachievedwithoutseveralyearsofoperatingexperienceandcontinuousdevelopmenttocreateheatshieldsandrocketmotorsthatmeettheusualairlinerstandardsoflonglifeandlowmaintenancecosts.AccordingtorecentmarketresearchinJapan,morethanamillionpeopleayearwouldbepreparedtopaysuchapriceforabriefvisittoaspacestation.Ifcorrect,thislevelofspacetourismwouldprovidethesortofcommercialincentiveandoperatingexperienceneededtoachieveairlinerstandard.
