andpoorcountriesarebeingreplacedbyconcernsaboutthegapwithindeveloping
countriesthemselves.Thisshouldcomeaslittlesurprise.Inpractice,theprivatesector
tendstoprovidethemostwidelyusedchannelsfortechnologytransfer.Thisislargely
becausethemosteffectivemechanismforpromotingrapidtechnologyinnovationisthe
market,withincentivesfbrentrepreneursandrewards,throughpatents,forinventors.But
governmentsstillsharesubstantialresponsibilityformakingtechnologytransferwork
effectivelyandinthenationalinterest.Theymust,forexample,investinthecapitaland
intellectualinfrastructureneededforsmoothtechnologytransfer.Thisincludesinvesting
