本船《垃圾管理計劃》實施總負責人是本船船長

1船長職責

TheMasterresponsibilitiesinclude

1.1負責組織全體船員的培訓，教育工作，提高意識;

Toinitiateprogramstoinformallpersonneloftheadverseeffectsmarinepollution.Raisingawarenessimprovescompliance;

1.2負責摘抄現(xiàn)行有關防污染的法律法規(guī)包括處罰信息通知船員;

Toensurecrewinformationnoticesincludeperiodicexcerptsfromcurrentlawsandregulationsrelatingtopollutionprevention.Thesenoticeswillincludeinformationaboutpenaltiesandfines,ifapplicable;

1.3盡量減少購買產(chǎn)生垃圾的物料和改變習慣以便減少垃圾量;

Wherepossible,reducetheamountofdisposalmaterialbroughtonboardandmodifystandardpracticestominimizewastegeneration;

1.4確保實施本計劃的程序措施并及時報告主管機關。

2本船《垃圾管理計劃》具體實施負責人是本船大副

4垃圾處理設備管理人員職責：

第三章定義

SECTION3DEFINITIONS

1垃圾系指產(chǎn)生于船舶正常營運期間并需要連續(xù)或定期處理的各種食品廢棄物、生活廢棄物、操作廢棄物、所有的塑料、貨物殘留物、燃燒爐灰、食用油、漁具和動物尸體、但本公約其他附則中所界定的或列出的物質除外。垃圾不包括因航行過程中的捕魚活動和為把包括貝類在內(nèi)的魚產(chǎn)品安置在水產(chǎn)品養(yǎng)殖設施內(nèi)以及把捕獲的包括貝類在內(nèi)的魚產(chǎn)品此后類設施轉到岸上加工的運輸過程中產(chǎn)生的鮮魚及其各部分。

1.1動物尸體系指船上作為貨物載運且在航行中死亡或被實施安樂死的任何動物的軀體。

1.2貨物殘留物系指公約其他附則未規(guī)定的、貨物裝卸后在甲板上或艙內(nèi)留下的任何貨物殘留物，包括裝卸過量或溢出物，不管其是在潮濕還是枯燥的狀態(tài)下，或是夾雜在洗滌水中，但不包括清洗后甲板上殘留的貨物粉塵或船舶外表面的灰塵。

1.3食用油系指任何用于或準備用于食物烹制或烹調(diào)的可食用油品或動物油脂，但不包括使用這些油進行烹制的事物本身。

Cookingoilmeansanytypeofedibleoiloranimalfatusedorintendedtobeusedforthepreparationorcookingoffood,butdoesnotincludethefooditselfthatispreparedusingtheseoils.

1.4生活廢棄物系指其他附則未規(guī)定的、在船上起居處所產(chǎn)生的所有類型的廢棄物。生活廢棄物不包括灰水。

DomesticwastesmeansalltypesofwastesnotcoveredbyotherAnnexesthataregeneratedintheaccommodationspacesonboardtheship.Domesticwastesdoesnotincludegreywater.

1.5漁具系指任何以捕獲、控制以便隨后捕獲或收獲海洋或淡水生物為目的而布設于水面、水中或海底的實物設備或其任何部分或部件組合。

Fishinggearmeansanyphysicaldeviceorpartthereoforcombinationofitemsthatmaybeplacedonorinthewateroronthesea-bedwiththeintendedpurposeofcapturing,orcontrollingforsubsequentcaptureorharvesting,marineorfreshwaterorganisms.

1.6食品廢棄物系指船上產(chǎn)生的任何變質或未變質的食物，包括水果、蔬菜、乳制品、家禽、肉類產(chǎn)品和食物殘渣。

1.7燃燒爐灰系指用于垃圾燃燒的船用燃燒爐所產(chǎn)生的灰和渣。

Incineratorashesmeansashandclinkersresultingfromshipboardincineratorsusedfortheincinerationofgarbage.

1.8操作廢棄物系指其他附則未規(guī)定的、船舶正常保養(yǎng)或操作期間在船上收集的或是用以儲存和裝卸貨物的所有固體廢棄物（包括泥漿）。操作廢棄物也包括貨艙洗艙水和外部清洗水中所含的清洗劑和添加劑?？紤]到本組織制定的導則，操作廢棄物不包括灰水、艙底水或船舶操作所必需的其他類似排放物。

Operationalwastesmeansallsolidwastes(includingslurries)notcoveredbyotherAnnexesthatarecollectedonboardduringnormalmaintenanceoroperationsofaship,orusedforcargostowageandhandling.Operationalwastesalsoincludescleaningagentsandadditivescontainedincargoholdand

1.9營運廢物

“營運廢物〞（《防污公約》附則V第1.12條）不包括灰水、艙底水或對船舶營運至關重要的其他類似排放。對船舶營運至關重要的“其他類似排放〞包括、但不限于以下所列：

?鍋爐、節(jié)熱器的排泄；?船艇引擎的濕廢氣；?錨鏈間的排出物；

?調(diào)距螺旋槳和推進器液壓液體和其他油類至海界面（例如：推進器、軸承、穩(wěn)定器、

橡膠軸軸承等等）；?蒸餾/逆滲透鹵水；?升降器底坑排出物；?消防總管系統(tǒng)的水；?停用的淡水；?汽輪機清洗水；

?馬達汽油和補償排放；?機器廢水；

?泳池、礦泉水和消遣用水；?聲吶罩排放物；及?井圍甲板排放物。

“Operatingwastes〞(《Marpolarticle》1.12ofAnnexV)doesnotincludegreywater,bilgewaterorothersimilaremissionswhichisvitaltotheoperationofship.“Othersimilaremissions〞whichisvitaltotheoperationofshipinclude,butnotlimitedtothefollowinglist:

1.引言

INTRODUCTION

根據(jù)經(jīng)1978年議定書修訂的1973年國際防止船舶造成污染公約（MARPOL）附則Ⅴ第10條規(guī)定，應保持對每次排放作業(yè)或完成的燃燒作業(yè)進行記錄，包括排放入海、排放至接收設備或排放至其他船舶，也包括垃圾的意外落失。

InaccordancewithRegulation10ofAnnexVoftheInternationalConventionforthePreventionofPollutionfromShips,1973,asmodifiedbytheProtocolof1978(MARPOL73/78)arecordistobekeptofeachdischargeoperationorcompletedincineration.Thisincludesdischargesintothesea,toreceptionfacilities,ortootherships,aswellastheaccidentallossofgarbage.

2.垃圾及其管理
