24、生產(chǎn)部經(jīng)營(yíng)考核方案,特制定本細(xì)則。2適用范圍凡公司管理范圍內(nèi),從事與安全生產(chǎn)活動(dòng)有關(guān)的所有單位(包括駐外單位)的全體員工(包括臨時(shí)工)和外單位駐本公司從事生產(chǎn)經(jīng)營(yíng)活動(dòng)的所有人員。3安全生產(chǎn)監(jiān)督職責(zé)3.1各單位第一把手是本單位安全生產(chǎn)第一責(zé)任人,對(duì)本單位安全管理目標(biāo)全面負(fù)責(zé),加強(qiáng)日常監(jiān)督管理。3.2安全管理辦公室負(fù)責(zé)對(duì)公司安全生產(chǎn)工作全面考核。4考核目標(biāo)全年實(shí)現(xiàn)“零事故”管理目標(biāo)。5考核方式5.1對(duì)考核單位月度安全生產(chǎn)工作效果全面考核,重點(diǎn)是各單位履行安全生產(chǎn)目標(biāo)管理職責(zé)情況及各項(xiàng)安全生產(chǎn)工作完成情況。5.2安全生產(chǎn)月度考核采取百分制。各單位安全績(jī)效總分?jǐn)?shù),由安全管理辦公室每月匯總后報(bào)經(jīng)營(yíng)管理部
25、,用以核算各單位安全績(jī)效金總額。5.3考核目標(biāo)分兩部分。一部分為安全生產(chǎn)管理目標(biāo),滿分50分;另一部分為日常安全管理工作目標(biāo),滿分為50分,包括:(一)安全教育措施。車間安全巡查、班組綜合安全檢查、員工崗位自檢自查。(二)安全檢查措施。車間安全巡查、班組綜合安全檢查、員工崗位自檢自查。(三)勞動(dòng)安全衛(wèi)生措施計(jì)劃完好率、隱患整改率、設(shè)施完好率;保證措施。(四)危險(xiǎn)因素的控制和整改。對(duì)危險(xiǎn)因素和危險(xiǎn)點(diǎn)要采取有效的技術(shù)和管理措施進(jìn)行控制和整改,并制定整改期限和完成率。(五)安全控制點(diǎn)的管理。要求制度落實(shí)無(wú)漏洞、設(shè)備無(wú)隱患、人員無(wú)違章等。5.4日常安全管理工作目標(biāo)部分,考核中的獎(jiǎng)分和扣分,按照每分值50元計(jì)算獎(jiǎng)罰。6考核內(nèi)容6.1凡發(fā)生輕傷事故,每人次扣責(zé)任單位全部分值,扣除本單位全部安全績(jī)效金,罰主、次要責(zé)任者100300元,并對(duì)本單位正、副職領(lǐng)導(dǎo)處以200600元罰款。6.2凡發(fā)生重傷事故,每人次扣責(zé)任單位全部分值,扣除本單位全部安全績(jī)效金
